Request for Statement of Qualifications

Municipal Engineering Services

 

The Town of Harrah invites Statements of Qualifications from firms interested in being placed on the Town's "Engineering Consultant Roster" for professional municipal engineering and land surveying services during the 2020, 2021, and 2022 calendar years.  The Town may select a consulting engineering firm (or firms) for various municipal engineering services for water, sewer, drainage, and street projects, comprehensive plans, municipal planning, traffic studies, capital facilities plans, rate studies, technical reports, cost estimates, environmental reviews, funding applications, surveys, plans, specifications, services during construction and funding administration.  Design, plans, specifications, and services during construction for street and utility improvements may include those funded by TIB, STBG, TAP, CMAQ, WSDOT SRTS and Ped/Bike, BRAC, USDA, CERB, CDBG, DWSRF, PWTF, SRF/Centennial Clean Water, Ecology, SIED, LID, and federal stimulus funds.

 

Statements of Qualifications (SOQ) will be reviewed and placed on file for the 2020, 2021, and 2022 calendar years. SOQs will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project.  The most highly rated firm will be selected for negotiation of a professional services contract. Interviews may be held at the Town’s discretion. The Town may also use the submitted SOQs for the selection of a “Town Engineer” consultant to provide municipal engineering services on an annual basis. Selection criteria will include experience in providing municipal engineering services, relevant project experience(s), qualifications of key personnel, familiarity with the Town of Harrah and/or experience with municipalities of similar size, experience with state and federal funding programs and regulatory agencies, previous performance on public projects, and references.

 

Statements of Qualifications (SOQ) shall be limited to 30 printed pages excluding a one-page cover letter and front and back covers (if used). Five (5) copies of the SOQ must be received at the Harrah Town Hall, 11 E. Pioneer Street, Harrah, WA 98933 no later than 2:30 p.m. on November 27, 2019. The Town, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all consultants that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit statements of qualifications in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
