Municipal Engineering Services
The City of Soap Lake is requesting statements of qualifications from qualified firms interested in providing professional municipal engineering services for the City of Soap Lake for the years 2021-2023. Projects may include providing planning, design, and construction administration services for water distribution, source, storage, and treatment systems; sewer collection and treatment systems; transportation projects including roads, sidewalks, bike paths, and trails; park improvements; land surveying; structural engineering; construction administration, and other municipal engineering needs as they arise.
Projects may be funded by Washington State Community Development Block Grant Program with federal funds provided by the U.S. Department of Housing and Urban Development, Department of Ecology State Revolving Fund and Centennial Clean Water Fund, Department of Health Drinking Water State Revolving Fund, USDA Rural Development, Transportation Improvement Board, Washington State Department of Transportation, Federal Highway Administration, and other funding agencies. When federal funds are used by the City, Federal Equal Employment Opportunity requirements will apply.
Interested firms shall note that the City will base their selection on firms that specialize in providing municipal engineering services for small communities. Submittals should include the following information: firm name and contact information. Submittals will be evaluated and ranked based on the following criteria: 1) firm experience with municipal engineering services, 2) specific project experience relative to the City’s needs 3) knowledge of, and past relationship with, the City of Soap Lake, or other similar municipalities 4) references and 5) key personnel. Statement of Qualifications shall not exceed 30 double-sided pages (including resumes, excluding cover letter).
Submit four copies of the firm’s Statement of Qualifications to Nic Tijerina, City Administrator, City of Soap Lake, 239 2nd Avenue SE, Soap Lake, WA 98851. Submittals are due by December 22, not later than 4:00 PM. No submittals will be accepted after that date and time. Any questions regarding this project should be directed to Nic Tijerina at (509)246-1211. City Hall hours are Monday-Thursday, 9:00 a.m. – 4:00 p.m. City Hall is currently closed to walk-ins.
