THA is developing the Arlington Drive Youth Campus (Arlington). The campus will be on 3.5 acres that THA owns. It is in the Eastside neighborhood of Tacoma at the intersection of 38th Street and Portland Avenue.
THA is building Arlington to address the worrisome number of unserved homeless youth and young adults in Pierce County and the Puget Sound region generally. The campus will have two main parts.


● 12-bed Crisis Residential Center (CRC) for homeless youth ages 12-17 years. THA is building a 12-bed Crisis Residential Center (CRC) for homeless youth without families ages 12 to 17 years. Community Youth Services (CYS) from Thurston County will provide the services for this CRC. CYS has been doing this work in Thurston County for over 40 years. It is one of the nation’s premier providers of evidence-based services. Its service model has a 91% success rate at discharging these youth to safe and stable housing after an average 12 day stay. For the past two years, CYS has been operating a 6 bed CRC in South Tacoma in a single family home that THA provides for the purpose.

THA expects to break ground on the construction of the CRC by January 2019. THA expects the CRC to be ready for occupancy in early 2020.


● Rental Housing for Homeless Young Adults Ages 18 to 24 years.
THA is also building a 58 unit apartment building at Arlington to provide rental housing for homeless young adults ages 18 to 24 years. The apartments will be a mix of one and two –bedrooms. This RFP is seeking a service provider for these young adults. THA expects this service provider to work closely and collaboratively with CYS.


THA expects to break ground on the apartment building in 2019. THA expects the apartment building to be ready for occupancy in the Spring of 2020. THA seeks a service provider now, well in advance of the construction and occupancy. This will allow the service provider to join the team to help design the apartment building to suit its service model, to plan the services and to help THA find the money for the services.


THA expects the apartment building to include a multipurpose community space with a demonstration kitchen, computer room, a laundry room, several staff offices, a medical exam room for visiting clinicians, a small meeting room, a comfortable outdoor space and a basketball court.
