FOR ISLAND COUNTY NON-STANDARD GUARDRAIL REPLACEMENT – CAMANO ISLAND

Island County Public Works (AGENCY) solicits interest from consulting firms (CONSULTANT) with expertise in Guardrail Design, and construction support services. Consultants will be considered for the following project. Construction Bid ready no later than February 1, 2026. This agreement will be for approximately One Year in duration, beginning June 2025 and ending May 2026 with the option for Island County to extend it for additional time and money for subsequent phases.
Island County reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description
The work to be performed by the CONSULTANT consists of completion of a topographic and right of way survey, design, prepare plans, specifications, and Engineer’s estimate, environmental permitting, and construction support for the replacing of the existing nonstandard guardrail type 1 with guardrail type 31 at two locations: one on Utsalady Rd and one on N Camano Dr, Camano Island in Island County, Washington.
The project is federally funded with Highway Safety Improvement Program (HSIP) and has a ZERO percent (0%) DBE goal. The CONSULTANT shall continue their outreach efforts to provide DBE/SBE firms maximum practicable opportunities to participate in this project.
Submittal
Submittals must include the following information: Firm name, phone number, and email address for point of contact; Name of Principalin- Charge and Project Manager; Number of employees in each firm proposed to project; Fed. Tax Id Number; UBI Number; D/M/WBE Certification number; Year Firm established; SIC Code (Name), NAICS Code (Name); Firm Type and Annual Gross Receipt. Example Submittal Information Forms to obtain consultant qualifications for Prime and Subconsultants are WSDOT form 140-565 and form 140-566, respectively.
Consultants may submit their SOQ electronically or by sending in physical copies. Electronic submittals of the SOQ will be sent in pdf format with a maximum file size of 15 MB, to Mohammed Al Saffar at the following email address: mohammed.alsaffar@islandcountywa.gov. If submitting physically, submit one (1) original (containing original signatures) and three (3) individually bound copies of the SOQ. Provide clear distinction between the original SOQ and the copies. Each SOQ should have no more than fifteen (15) pages (Digital or Physical), plus a cover and a one-page cover letter, and the Island County Public Works Submittal Form (Prime). Resumes are optional and will be included in the page limit.
