General Notice

The City of White Salmon, Washington (Owner) is requesting Bids for the construction of the following Project: North Main-Spring Street Water Improvements - 2025.

Bids for the construction of the Project will be received by the Owner at City Hall, 100 N. Main Avenue, White Salmon, Washington, until Thursday, April 17, 2025, at 2:00 p.m. local time. At that time, the Bids received will be publicly opened and read.

The Project includes installation of approximately 1,935 linear feet (LF) of 12-inch diameter pipe; 1,100 linear feet (LF) of 8-inch diameter pipe; 925 LF of 1-, 2-, 3-, 6-, and 10-inch diameter pipe; valves; fire hydrants; water meter assemblies; and appurtenances; a pump skid with four pumps and controls; construction of a concrete masonry building with metal roof; asphalt, concrete, and gravel surface restoration; retaining wall construction and other site improvements; and other miscellaneous Work required to complete the Project as shown on the Drawings and as specified.

All Work performed on this Project will be subject to the Washington State Prevailing Wage Rates for Public Works Projects, EEO, Washington State Contracting Laws, etc. All Contractors participating in the Work must be licensed in the State of Washington to conduct business. This Project is partially funded through the Washington State Public Works Board program with state funds. This Project includes a 15 percent Apprentice Utilization Requirement.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. or at the following locations:

The digital Bidding Documents may be downloaded for a non-refundable payment of $30.00 by inputting QuestCDN eBidDoc Number 9600437 on the website. No paper sets will be provided for bidding purposes.

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Pre-bid Conference

A pre-bid conference will be held at 10:00 a.m., local time, April 10, 2025 at City Council Chambers, 119 NE Church Avenue, White Salmon, Washington 98672. Attendance at the pre-bid conference is encouraged but not a requirement.

Instructions to Bidders

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

The Owner may reject any bid not in compliance with all prescribed requirements and may reject for good cause any and all bids upon finding that it is in the public interest to do so.
