Notice to Consultant for A&E Services Port of Warden Road Infrastructure  Improvement & Expansion

The PORT OF WARDEN solicits interest from consulting firms with expertise in engineering services to develop and provide planning, consulting, pre-design, design, project management and construction management services for a road development project that will cross an existing railroad. This agreement will be for approximately FIVE YEARS in duration with the option for the PORT OF WARDEN to extend it for need or as additional time and money is granted.

The PORT OF WARDEN reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Firms must meet a minimum set of qualifications in order to be considered for evaluation pursuant to RCW 39.80. This project shall be governed by the Washington State Department of Transportation (WSDOT) Local Programs Certification Acceptance (CA) and shall be entirely in accordance with Local Agency Guidelines (LAG).

This project is has a mandatory Disadvantaged Business Enterprise (DBE) goal of 13% and is concurrently being advertised on the Washington State Office of Minority & Women’s Business Enterprises (OMWBE) – Bids & Contracting Opportunities webpage at https://omwbe.wa.gov/small-business-assistance/bids-contracting-opportunities.

Project Description

The work to be performed by the CONSULTANT consists of preparation of Preliminary Engineering, Right of Way and Construction Engineering services for a truck access road, at-grade rail crossing, intersection improvements and pedestrian sidewalks; connecting traffic from SR170 to Port of Warden Property primarily within existing rights of way. This project has a mandatory DBE goal of 13%.

The major features of the project are as follows:

    • Preliminary Engineering (PE) for approximately one quarter mile of road development, including improving intersection and shall meet WSDOT, FHWA and local standards and railway crossing and signalization design.
  • Environmental documentation (SEPA and NEPA) and preparation of permit applications for approval by agencies of jurisdiction.
  • Determination of R/W needs, R/W plan preparation including surveying services for engineering design purposes.
  • Coordination and public involvement support at City and Port meetings and during other public participation opportunities.
  • Grant management and ancillary support of Grant Funds.

The PORT OF WARDEN reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CM) associated with this/these project(s). Additionally, the PORT OF WARDEN reserves the right to retain the services of the successful firm(s) for any subsequent phases in regard to funded road extensions associated with this project(s).

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:

1) Qualification of Proposed Project Manager/Project Team

2) Qualifications/Expertise of Firm

3) Ability to meet schedule

4) Approach to project/project familiarity

5) Familiarity with WSDOT/FHWA standards

6) Past Performance/References

7) Approach to meet the DBE goal.

Submittal

Submittals should include the following information: Firm name, phone, and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to work on the project.

Please submit FOUR copies of your Statement of Qualifications to: PORT OF WARDEN, ADDRESS 605 W 1ST S, and PAT MILLARD no later than 2:00 p.m. on December 28, 2023. Submittals will not be accepted after that time and date. Any questions regarding this project should be directed to PAT MILLARD, at (509)-349-2480.

Electronic submittals are allowed in place of physical copies. Email submissions should be limited in size to 10 MB or submitted via Dropbox. Electronic submittals shall be emailed to portofwarden@ifiber.tv, labeled “A&E Services RFQ Response” in the subject line of the email. Information may be submitted in additional email sends, labeled “ Attachment to A&E Services RFQ Response” in the subject line of the email. Late proposals will not be accepted and the Port makes no warranty for undelivered or late email submittals.

The A&E Services Evaluation Committee will review the proposals received and, based on evaluation criteria as outlined above, make a decision. Firms responding to this RFQ should be notified of a decision by January of 2023. The selected firm(s) will interface with the Port Manager, who provides authorization for development services. Interviews may be conducted at the discretion of the Port District.

The District reserves the right to: 1) make a selection based on its sole judgement of the overall best qualified firm in the areas of expertise desired; 2) modify the scope of work as provided herein; or 3) to reject all qualified applicants.

Washington Public Records Act

The Port District is subject to the disclosure obligations of the Washington Public Records Act of RCW 42.56. The Consultant expressly acknowledges and agrees that its proposal and any information Consultant submits with its proposal is subject to public disclosure pursuant to the Public Records Act or other applicable law and the District may disclose Consultant’s proposal and/or accompanying information at its sole discretion in accordance with its obligations under applicable law.
