NOTICE INVITING BID FOR
Systemic Pedestrian Treatment Rectangular Rapid Flashing Beacons
RECEIPT OF BIDS: Each Proposal shall be submitted in a sealed envelope, with the Project Name and Project Number as stated in the Call for Bids clearly marked on the outside of the envelope, or as otherwise required in the Bid Documents, to ensure proper handling and delivery.
Sealed bids may be hand delivered to the City Clerk's office at 345 6th Street Suite 600; the mailing address for sealed bids is 345 6th Street Suite 100, Bremerton, WA 98337 — 1873. Sealed Bids will be received by the City of Bremerton at the office of the City Clerk until 11:00 a.m. as shown on the wall clock in the City Clerk's office, on September 16, 2025, for the Systemic Pedestrian Treatment Rectangular Rapid Flashing Beacons project. Any Bids received after the specified time and date will not be considered. Bids must be clearly marked “Bid” with the name of the project on the outside of the envelope. Only sealed bids will be accepted. No facsimiles or electronic bids will be accepted.
OPENING OF BIDS: Proposals will be opened and publicly read after 11:00 A.M. on September 16, 2025.
COMPLETION OF WORK: The work must be physically completed within sixty (60) working days after the commencement date stated in the Notice to Proceed.
DESCRIPTION OF WORK: The WORK to be completed under this Contract consists of cement concrete sidewalk demolition, ADA concrete curb ramps, concrete curb and gutter, sidewalk, HMA pavement removal and replacement, pavement markings, permanent signing, solar-powered RRFB poles, pole foundations, pedestrian pushbutton assembly, pedestrian pushbutton poles, and traffic control.
Engineer's Estimate range for this project is $800,000 and $900,000. All work shall be performed in accordance with the Contract Plans, these Contract Provisions, and the WSDOT/APWA 2024 Standard Specifications.

PROPOSALS: All bid proposals must be made on the blank forms furnished in the Contract Documents. Sealed envelopes containing bids shall be entitled: BID PROPOSAL — SYSTEMIC PEDESTRIAN TREATMENT RECTANGULAR RAPID FLASHING BEACONS.
BID SECURITY: Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. The failure to furnish a bid deposit of a minimum of 5 percent shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency.

CITY'S RIGHTS RESERVED: The City of Bremerton reserves the right to reject any and all bids on any or all schedules or additives or to waive any informalities in the bidding and shall determine which bid or bidders is the most satisfactory and responsible bidder and shall be the sole judge thereof.
No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.
The City of Bremerton, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The project is funded by the Federal Highway Administration (FHWA) through the Surface Transportation Program (STP) and is subject to requirements for federally funded projects. A Disadvantaged Business Enterprise (DBE) mandatory goal of 9% has been established for this project with 0 hours for training. The 9% mandatory goal applies to all work on the project.
