NOTICE INVITING BIDS FOR WASHINGTON AND 11TH STREET IMPROVEMENTS

for
WASHINGTON AND 11TH STREET IMPROVEMENTS

RECEIPT OF BIDS: Sealed Bids for the Washington and 11th Street Improvements Project will be accepted by mail or in person by the City Clerk or designated staff on June 1, 2023 between 10:00 AM and 11:00 AM in the lobby of the Norm Dicks Government Center (6th Street entrance) located at 345 6th Street, Suite 100, Bremerton, WA 98337. (360) 473-5323.

 

Prospective bidders are hereby notified that they are solely responsible for ensuring timely delivery of their bid to the City of Bremerton. Bids received after the specified time and date will not be considered.

 

OPENING OF BIDS: The bids will be publicly opened and read on June 1, 2023 at 11:00 A.M. PST in the first floor Council Chambers.

 

COMPLETION OF WORK: The WORK must be physically completed within one hundred and sixty (160) working days after the commencement date stated in the Notice to Proceed.

 

DESCRIPTION OF WORK: The WORK to be completed under this Contract consists of the improvement of Washington Avenue and 11th Street through the construction of a roundabout at the intersection of Washington Avenue and the Manette Bridge, and will include full street reconstruction including sidewalks and bike lanes on 11th Street and Washington Avenue between the new roundabout and Pacific Avenue. Roadway and sidewalk improvements are also included for Washington Avenue between the Manette Bridge and 11th Street Place. The work will include ADA ramps, storm drainage improvements, walls, street lighting, signing, striping, landscaping, irrigation, waterline upgrades, traffic control and other work. All work shall be performed in accordance with the Contract Plans, these Contract Provisions, and the Standard Specifications.

 

The project is funded through a Surface Transportation Program (STP) grant through the Puget Sound Regional Council (PSRC) and a Transportation Improvement Board (TIB) grant and is subject to requirements for federally funded projects. A Disadvantaged Business Enterprise (DBE) mandatory goal of 11% has been established for this project with 400 hours for training. The 11% mandatory goal applies to all work on the project.

 

ENGINEER’s ESTIMATE: Engineer’s Estimate range for this project is $4.9 to $6.7 million.

PROPOSALS:  All bid proposals must be made on the blank forms furnished in the Contract Documents. Sealed envelopes containing bids shall be entitled: Bid Proposal - Washington and 11th Street Improvements.

 

 

BID SECURITY: Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. The failure to furnish a bid deposit of a minimum of 5 percent shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency.

CITY’S RIGHTS RESERVED: The City of Bremerton reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall be the sole judge of which bid or bidders is the most satisfactory and responsible.

 

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.
