Notice of Opportunity for Professional Service and Consulting RFP
NOTICE IS HEREBY GIVEN that NoaNet, an equal opportunity employer, is seeking an
experienced, qualified firm to contract for consulting services regarding required assessments
of environmental, cultural, archeological, biologic impacts and other professional services
related to a fiber to the home telecommunication system funded by the National
Telecommunication and Infrastructure Administration (NTIA) (Tribal Broadband Connectivity
Program), The Washington State Broadband Office (WSBO) (Broadband Acceleration Project,
contract number 21-968B0250-12), and other potential funding sources. These projects are
(funded/partially funded), by federal award number CPFFN0145 (ARPA Capital) awarded by the
U.S. Department of the Treasury. Per the grant program, NoaNet will use funds to design,
construct, operate, and maintain an aerial and underground fiber optic system. NoaNet
requests firms who are licensed in the State of Washington to conduct business and to provide
qualifications for engineering, permitting, outside plant construction drafting, and other
professional services. Small, Minority and Women’s Business Enterprises (MWBE) are
encouraged to submit bids. Submitted bids will be opened at 12:05PM PST, October 30th, 2024,
at 11707 E. Sprague, Spokane Valley, WA, 99206. The firms should supply qualifications for all
services requested in the RFP and incomplete bids will be rejected.
