Notice of public hearing regarding intent for utilization of alternative subcontractor selection process for a Mechanical Contractor/Construction Manager (MCCM). Reference RCW 39.10.385.

FORMA has been selected by Renton School District No 403 (RSD) as the General Contractor/Construction Manager (GCCM), for the Hazen High School Phased Modernization project.
Hazen High School Phased Modernization project is a phased modernization as part of a 327,500 sq ft existing high school that includes the following:
Replacement of existing HVAC and steam heating systems with new building wide heating/cooling systems.
Conversion of existing domestic hot water system to a centralized distribution system.
Electrical system upgrades associated with mechanical system upgrades.
Refresh of all interior spaces of the approximately 327,500 sq. ft. building, not including the natatorium or associated natatorium spaces. Refresh will include paint, flooring, casework, etc.
Modernization of nine existing science classrooms and associated spaces. Conversion of three existing general education classrooms to one new science classroom and one new general education classroom.
Seismic upgrades of the entire building, including the natatorium and associated natatorium spaces.
Replacement of existing roof system with new roof system meeting current energy code.
Addition of new secure entry vestibule at the main office entrance.
The phasing of occupancy will require careful planning between each of the scopes above.
FORMA and RSD intend to use the General contractor/construction manager procedure—Alternative subcontractor selection process outlined in RCW 39.10.385 to integrate a mechanical subcontractor into the project team. Justification to utilize this process includes but is not limited to the following basis:
- Fully occupied campus requiring input on phasing of work to maintain existing systems during replacement.
- Preconstruction phase involvement to inform cost estimates, schedule, logistics, collaboration with design consultants, and assistance in selecting the most cost-effective materials and systems related to the mechanical and electrical scopes of work. Anticipation of extensive onsite investigation will be a critical part of the planning and preconstruction phase.
- Participation in coordination using BIM tools during design with existing building conditions and systems including structure, mechanical, electrical, plumbing, fire protection, and other building systems prior to release of construction documents to verify feasibility of design, routing, and phasing with existing systems.
- Identification and early procurement of long lead specialty equipment to meet the demand of the project schedule, specifically as it relates to component parts and alternate selection opportunities to help mitigate delays in procurement.
- Early planning for these scopes to support Renton School District’s OMWBE diversity and inclusion goals.
- Collaboration and commitment to work as a team with all trades and to construct their scope on time and within the contract price.
