Offshore Wind Study & Economic Development Opportunities

The Washington Department of Commerce, hereafter called "COMMERCE,” is initiating this Request for Proposals (RFP) to solicit Proposals from those qualified and interested in participating in a project to provide a study or studies to assess strategies necessary for the state of Washington to engage in the offshore wind supply chain as well as to contract with a non-regulatory coalition to identify economic, community, and workforce development opportunities resulting from Washington State’s participation in the offshore wind supply chain.

The Department of Commerce is seeking proposals to contract with a non-regulatory coalition to identify economic, community, and workforce development opportunities resulting from Washington State’s participation in the offshore wind supply chain through conducting convening’s, workshops, and studies as appropriate.

The study will assess strategies necessary for the state of Washington to engage in the offshore wind supply chain. This study may address public infrastructure needed for manufacturing, assembly, and transport of supply chain components, and an assessment of workforce needs and community benefits.

The Department must provide a preliminary report summarizing the status of the studies to the governor and appropriate committees of the legislature by June, 2025 and a final report summarizing the findings by November 30, 2025.
