OKANOGAN COUNTY SHERIFF STORAGE AND CORONER FACILITY

Separate sealed proposals for the New Sheriff Storage and Coroner Facility at 269 N. Railroad Ave., Okanogan, WA as described in, and in conformance with the Bid Documents will be received by Owner’s Representative, at the office of the Owner, located at 123 5th Ave. North #150, Okanogan, WA, on September 17th, 2024 before 12:00 p.m. at which time the Bid Proposals will be recorded as to Time and Date received. Bids will be opened beginning at 1:45 p.m.
Contracts are subject to “Davis Bacon” Federal prevailing wage rates and Washington State prevailing
wage rates. The higher of the two shall apply.
Project Description:
New building for Okanogan County Sheriff, Coroner and Task Force at 269 N. Railroad Ave., Okanogan, WA. The project includes a 12,000 sf pre-manufactured building to house the Coroner space, offices for the Task force and parking for the sheriff equipment along with site amenities.
Bids are to be submitted on forms provided. Proposals will be opened and publicly read aloud.
Construction period is 360 calendar days from Notice to Proceed to Substantial Completion.
There will not be a Pre-Bid Walk-Through, the site is visible from the street for viewing.
Tribal Employment Rights Office (TERO) All work done on the Reservation shall comply with applicable TERO requirements. The General Contractor shall fill out the appropriate paperwork and comply with all applicable TERO requirements for Indian preference in hiring and subcontracting.

Bid Documents:
Contractors may obtain plans and specifications from M J Neal Associates’ plan room at www.mjnealassociatesplanroom.com. Bidders may download the files at no cost. Bidders must create a user login to the website to download documents. Printed documents are available upon receipt of a deposit of $300.00 by choosing the “Order” option on the plan room page. Please make checks payable to M J Neal Associates, and mail to Abadan Reprographics 603 E. 2nd Ave, Spokane WA 99202. Plans must be returned in good condition within seven (7) days following bid date to obtain a refund of deposit. After seven days no refunds will be made. Bidders may obtain additional sets or portions of sets by paying the cost of reproduction thereof, plus handling and mailing costs, with no refund for the additional sets or parts thereof. The Bid Documents will additionally be available for examination at other plan centers as distributed by Abadan

Submission of Subcontractor Information
Pursuant to RCW 39.30.060, each Bidder shall be required to submit as part of their bid, or within one hour after the Hour set for Receipt of Proposals and before the Hour set for the Opening of Proposals on the form titled "Statutory Subcontractors Listing" as contained with the "Form of Proposal", the names of the subcontractors with whom the bidder, if awarded the contract, will subcontract for performance of the work of heating, ventilation and air conditioning, and plumbing as described in chapter 18.106 RCW, and electrical as described in chapter 19.28 RCW, or to name itself for the work, and as described in Instruction to Bidders.
Bid Security:
Certified check, bank cashier's check or bid bond congruent with the Form of Bid Bond as identified in the "Instruction to Bidders" is required to be submitted with each proposal, in the amount equal to five percent (5%) of the total basic bid plus additive alternate bids. Make bid security payable to Okanogan County; furnish bond executed by a licensed bonding agency authorized to do business in the locality of the Project.
Right to Accept or Reject:
The Owner shall reserve the right to reject any or all proposals and the right to waive any irregularities or informalities in any proposal, subject to the Laws of the State of Washington as pertaining to Public Works, and
as may be deemed in the best interest of the Owner. In particular, the Owner reserves to right to reject a proposal which is not accompanied by the required bid security or subcontractors listing as described heretofore, and incomplete or irregular proposals which may exclude or modify any item(s) required by the Bid Documents. No proposals will be accepted after the hour set for receipt of proposals as stated above.
Withdrawal of Proposals:
No proposal may be withdrawn, except with the express permission of the Owner, after the hour set for the opening thereof, unless the "Notice of Intent to Award" the contract is delayed for a period of more than sixty (60) calendar days.
