NOTICE INVITING BIDS

for Oyster Bay Avenue South 24-Inch Transmission Main Replacement

RECEIPT OF BIDS: Sealed Bids will be received at the office of the City Clerk of the City of Bremerton, located at 345 6th Street, Bremerton, Washington 98337 until 2:00 p.m. PST as shown on the wall clock inside the City Clerk’s office on Thursday, March 29, 2018 for the project Oyster Bay Avenue South 24-Inch Transmission Main Replacement. Bids received after the specified time and date will not be considered.

OPENING OF BIDS: The bids will be publicly opened and read after 2:00 p.m. on Thursday, March 29, 2018 in the office of the City Clerk at 345 6th Street, Bremerton, Washington 98337.

COMPLETION OF WORK: The WORK must be completed within 120 calendar days after the commencement date stated in the Notice to Proceed.

DESCRIPTION OF WORK: The WORK to be completed includes installation of approximately 2,500 linear feet of 24-inch and 16-inch ductile iron, and 350 linear feet of 2-inch HDPE water main, service connections, fire hydrant, valves, and associated appurtenances. The project will also reconstruct the roadway affected during the water main construction process and all other work as identified in the Contract Documents.

PROPOSALS: All bid proposals must be made on the blank forms furnished in the Contract Documents. Sealed envelopes containing bids shall be entitled: Oyster Bay Avenue South 24-Inch Transmission Main Replacement.

BID SECURITY: Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. The failure to furnish a bid deposit of a minimum of 5 percent shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency.

PERFORMANCE BOND: The successful bidder will also be required to provide a Performance Bond for 100 percent of the Contract Price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Bremerton.

PRE-BID CONFERENCE: A pre-bid conference and site walk-through will be conducted by the City. The objective of the pre-bid conference is to acquaint prospective bidders with the work and answer any questions. The pre-bid conference is scheduled for Monday, March 19, 2018 at 10:00 a.m. Meet at the Engineering offices (blue metal building), on the 2nd floor at 3027 Olympus Drive, Bremerton, WA 98310.
