Port of Edmonds Request for Proposals: Parking Study Parking Study Consultant 2025-550 Background: The Port of Edmonds is a Washington State Public Port encompassing a large marina and a five-building business park located east of the waterfront. Whale watching tours, restaurants, club rentals, businesses, and public parks bordering the property make for a vibrant and active destination. The Port seeks to commission a parking study that includes an in-depth analysis of options to manage demand and provide solutions for parking at the waterfront. Due Date: Proposals for this project will be received at the Port of Edmonds Administration Office, 471 Admiral Way, Edmonds, WA 98020, until 10:00 AM, August 12, 2025. Any proposals received after the specified time and date will not be considered. Proposals should be emailed to parking@portofedmonds.gov as a maximum 20-megabyte, 30-page PDF file, including a cover page. It is the proposer’s responsibility to confirm that the submission has been received. Instructions: Refer to the RFP package for specifics and key points of interest for scoring. Scope of Work: The scope of work will include: evaluating current and projected parking demand for the site and providing recommendations to optimize parking capacity, flow, and accessibility. Conduct site visits to collect onsite data, formulate an analysis and models to include trends, other factors, interview key stakeholders, provide Scenario Modeling and Impact Assessment, and report and bring recommendations. Please review the complete specification list. Pre-Bid Meeting NOT scheduled: A pre-bid meeting is not scheduled for this project. Please submit all questions by no later than 10 am, August 5, 2025 to parking@portofedmonds.gov . No guarantees are made for staff availability for impromptu visits to the property. Work Start & Completion Dates: Work requests for the first assignment will be issued upon contract execution, starting mid-August 2025 and due by October 31, 2025. Insurance: Commercial General Liability, Business Auto, Worker’s Comp, and Employer’s Liability (Stop Gap), coverage will be required for this project.
