Port of Bellingham Airside Projects Design, Permitting & Construction Management
The Port of Bellingham is requesting interested engineering firms with Architecture and Engineering design expertise capable of producing design, permitting, bidding and construction management in accordance with FAA standards. The Port intends to select and enter into a contract with a single Consultant (firm or a team of firms), to provide services for a period of five (5) years for Bellingham International Airport. The substantial design costs for projects under this RFQ will be funded in large part by the Federal Aviation Administration (FAA) with the Port of Bellingham (Port) funding the local share.
The projects include but may not be limited to runway rehabilitation, re-alignment of ingress and egress taxiways, signage and pavement markings. The projects are scheduled to commence after grant award, in January 2025 through 2030. SELECTION
The selection process shall be in accordance with Chapter 2 of FAA Advisory Circular (AC) 150/5100-14E (or most current version), Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects along with FAA Order 1050.1E, Environmental Impacts: Policies and Procedures and 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions. Additionally, contracts will be subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and to the provisions of Department of Transportation Regulations 49 CFR Part 26 (Disadvantaged Business Enterprise Participation) and 49 CFR Part 30 (Foreign Trade Restriction Clause).
The selection of the firm to do the work will be done by an airport subcommittee. After the deadline for receipt of qualifications, the subcommittee will review the qualifications and may select one firm to negotiate a contract based upon a mutually-understood, detailed (as opposed to general) scope of work. If deemed necessary by the subcommittee, at least two (but not more than 3 (three) firms may be invited for interviews.
The Port reserves the right to negotiate with and/or award a contract to other consultants sequentially ranked (by the airport subcommittee) behind the selected consultant in the event that the Port and the selected consultant negotiate but are unable to agree upon a detailed scope of work or cost of contract.
The Port reserves the right, if it deems such action to be in the best interest of the Port to reject any and all submittals or to waive any irregularities or informalities therein. Any incomplete, false or misleading information provided by or through the Consultant shall be grounds for non- consideration. If submittals are rejected, the Port further reserves the right to evaluate and negotiate with the next ranked consultant in order of ranking, or reject all consultants and re- solicit for additional consulting firms.
ADDITIONAL INFORMATION
No cost or fee schedules shall be submitted. FAA grant guidelines require cost and fee information to be presented during contract negotiations after the selection of and notification to the firm raked first.
Upon successful negotiation of scope and fee the consultant will be required to sign the Port’s Standard Agreement for Professional Services prior to contract award by the Port Commission as provided.
