Port of Bellingham - Light Industrial Development Site Planning, Design, and Permitting

The Port of Bellingham (Port) has issued this Request for Professional Services (RFPS) to solicit professional consulting services from qualified and experienced firms/teams for the planning, design, engineering and permitting of a new light industrial/mixed-use development in the Log Pond area of the Bellingham Waterfront. The selected firm will initially be tasked with completing preliminary site plans, field data collection, and the design and permitting of site improvements including one or more light industrial buildings. Future work may include the design and permitting of additional light industrial buildings, public works bid support, construction administration, construction management, and post-construction monitoring and reporting.

The development site includes approximately 4.4 acres of undeveloped brownfield land as shown in the figure below. The project is intended to serve as a light industrial transition between the mixed-use commercial development occurring in the Downtown Waterfront, and the industrial uses of the Log Pond area and the Bellingham Shipping Terminal. Buildings are intended to serve light manufacturing and assembly, technology, and research and development uses, and will include both office and warehousing space with architecture that reflects elements of the surrounding uses.

The project location falls within a cleanup site listed by the Washington State Department of Ecology (Ecology) as requiring remediation under Washington State’s Model Toxics Control Act (MTCA). This cleanup site, formally known as Georgia-Pacific West Bellingham, contains contaminated soils and groundwater impacted by historic pulp mill operations. Respondents to this request should have prior experience with designing, permitting, and constructing site improvements and structures within sites with comparable constraints.
