Port of Edmonds Request for Bids Flooring 2025-542 – UNIT PRICE CONTRACT
Bid Due Date: Sealed bids for this project will be received at the Port of Edmonds Administration Office, 471 Admiral Way, Edmonds, WA 98020, until 2:00 p.m. (official Port clock time) on May 20, 2025. Any bids received after this time and date will not be considered. Bids will be publicly opened and read aloud at this time.
Scope of Work: The scope of work may include: The scope of work may include: providing labor, materials, and equipment necessary to respond to Port work requests for flooring, carpet, and tile work when contacted. The Port manages several buildings and has occasional tenant vacancies that require new carpet or tile to be installed, old flooring to be removed on an as-needed schedule. Some requests for flooring will likely include: Carpet removal, Base or trim removal, Carpet disposal, Base or trim disposal, Carpet tile product, Carpet tile installation, Padding product, Padding installation, Rubber base product, Rubber base installation, Vinyl product, Vinyl installation.
Pre-Bid Meeting: A pre-bid meeting is scheduled for May 12, 2025 at 10:00 a.m. at Harbor Square Leasing Office, 120 W. Dayton, Edmonds WA 98020. Port staff may not be available for Bidders’ inspections independent of the Pre-Bid Meeting. Attendance is strongly advised to field verify measurements and inspect the job locations.
Work Start & Completion Dates: Work may begin when the Port receives the signed contract, insurance documentation, IRS W-9. This is a Unit Price Contract, and the period will be for a maximum of three years, plus one additional mutually agreed annual extension. Annual rate increases for units will be increased by changes in the LNI labor rates. Contract will cease if total awards in a four year total exceed $350,000.
Prevailing Wages: Payment of prevailing wages is required for this project. Intent and Affidavit filing fees of $80 total annually will be included in the bid price for each year of the contract, and $40 for each affidavit re-filing if repairs are conducted apart from maintenance (for each instance). All Subcontractors will need to file intents and affidavits and be managed by the awarded contractor for each job engaged.
LNI Public Works Training: ESSHB 1673, RCW 39.04.350, RCW 39.06.020 require Contractors to complete the required LNI public works training before bidding. Insurance: Commercial General Liability, Business Auto, Worker’s Comp and Employer’s Liability (Stop Gap) insurance will be required for this project.
