Port of Edmonds Request for Bids  HVAC Quarterly Inspection, Maintenance & Small Repairs 2024-511

Bid Due Date: Sealed bids for this project will be received at the Port of Edmonds Administration Office, 471 Admiral Way, Edmonds, WA 98020 until 11:00 AM (official Port clock time), November 19, 2024. Any bids received after the specified time and date will not be considered. Bids will be publicly opened and read aloud at this time.

Scope of Work: The scope of work may include: Provide all labor, materials and equipment necessary to conduct quarterly inspections and maintenance of an estimated 90* units, among 7 buildings per specifications. The buildings are located at 110, 170, 180, 190 W. Dayton, 471 & 458 Admiral Way, Edmonds, WA 98020. This contract may be renewed for 3 additional years with an annual increase by CPI or prevailing wage for labor costs. *An HVAC unit list describing split units, mini splits, rooftop and furnace units is in the packet.

Pre-Bid Meeting: A pre-bid meeting is scheduled for November 7, 2024 at 10:00 a.m. at 471 Admiral Way Commission Meeting Room, Edmonds, WA 98020. Port staff may not be available for Bidders’ inspections independent of the Pre-Bid Meeting. Attendance is strongly advised to field verify measurements and inspect the job locations.

Work Start & Completion Dates: Work may begin when the Port receives the signed contract, insurance documentation, IRS W-9.

Prevailing Wages: Payment of prevailing wages is required for this project. Intent and Affidavit filing fees of $80 total annually will be included in the bid price for each year of the contract, and $40 for each affidavit re-filing if repairs are conducted apart from maintenance (for each instance).

LNI Public Works Training: ESSHB 1673, RCW 39.04.350, RCW 39.06.020 require that Contractors have completed required LNI public works training prior to bidding. You can check your status – exempted or to needed by visiting LNI website: https://www.lni.wa.gov/licensing-permits/public-works-projects/contractors-employers/contractor-training or checking your status here: https://secure.lni.wa.gov/verify/ Check on your company profile under the heading Public Works Requirements: if it says “Needs to complete training”, this will need to be completed and cleared on the LNI website prior to bidding. Insurance: Commercial General Liability, Business Auto, Worker’s Comp and Employer’s Liability (Stop Gap) insurance will be required for this project.

Right to Reject Bids: The Port of Edmonds reserves the right to reject any or all bids and to waive any irregularities or informalities or disqualify for past performance issues on prior projects.

Advertisement: Bids shall be solicited from qualified contractors from the MRSC small works roster and advertised in the Everett Herald and OMWBE website.
