Port of Edmonds Request for Bids New Administration/Maintenance Building Construction Project No. 2022-417

Bid Due Date:  Sealed bids for this project will be received at the Port of Edmonds Administration Office, 336 Admiral Way, Edmonds, WA  98020 until 10:00 AM, Friday June 17, 2022.  Any bids received after the specified time and date will not be considered.  Official time is read from the designated official clock at the Port of Edmonds Administration office where the bids will be opened publicly and read aloud.  An official list of contractors for HVAC, Plumbing, and Electrical will be required by 11 am on Friday June 17, 2022 or the bid shall be considered unresponsive. Within 48 hours of the bid due date, an official list of subcontractors for performance of work of structural steel installation and rebar installation will be expected from the apparent low bidder, or the bid shall be deemed unresponsive. Please refer to RCW 39.04.010 for complete details.

Scope of Work:  The scope of work includes providing labor, materials, and equipment and all subcontracted work necessary to construct a new building as per all plans, specifications, requirements, put forth in this bid invitation.

Work Start & Completion Dates:  Work may begin when the Port receives the signed contract, performance and payment bonds, insurance documentation, IRS W-9, and list of any subcontractors as required. Substantial completion and occupancy of new building will be expected by July 1, 2023. 

Prevailing Wages:  Payment of prevailing wages is required for this project. Filings of statement of intent, and affidavit of wages paid online with LNI will be required for all subcontractors. Prime contractor awarded this contract, will be responsible for ensuring all subcontractors have insurance, lien releases, prevailing wage intents and affidavits filed. 

Insurance:  Commercial General Liability, Business Auto, Worker’s Comp, and Employer’s Liability (Stop Gap) insurance coverage will be required for this project.

Questions received after this will be excluded. Questions answered will be available at bxwa.com as an addendum. Bidders are responsible for checking and acknowledging if addendums are posted before submitting bids. The Port may or may not publish answers to all questions received.

Right to Reject Bids:  The Port of Edmonds reserves the right to reject any or all bids and to waive any irregularities or informalities.

Advertisement:  Bids shall be solicited from qualified contractors from the MRSC small works roster and advertised in the Everett Herald, Daily Journal of Commerce on May 18, 2022.
