Port Hadlock Wastewater Facility Phase I – Site Prep, Earthwork, & Service Utilities

The Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids until 9:30 a.m. on March 27, 2023 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of the Port Hadlock Wastewater Phase I - Site Preparation, Earthwork and Service Utilities, County Project No. 405-2114-0.  Sealed bids will be opened and read publicly at 10:00 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. Project Description: This contract provides for the Site Preparation, Earthwork, and Service Utility construction for the Port Hadlock Wastewater System in Port Hadlock, Washington.  Work includes clearing and grubbing; installation of 6-inch influent and 10-inch effluent HDPE pipelines; construction of structural earth wall; construction of earthen-dike wastewater percolation pond; installation of electrical and communication conduit; water line relocation and installation; access road construction; mitigation planting and maintenance; and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The Engineer’s Estimate range for this work is $2,300,000 to $2,600,000 plus WSST.

Bid Documents: Bids must be submitted in accordance with the plans and specifications in the bid documents. All bid documents including bid forms, plans, specifications, addenda, and plan holders list, are available on the Builders Exchange of Washington website www.bxwa.com. Click “Posted Projects”, “Public Works,” “Jefferson County Public Works” “Projects Bidding,” and “Project Bid Date.” Bidders must “Register as a Bidder,” to receive automatic e-mail notification of future addenda and to be placed on the “Bidders List.” Call BXWA at (425) 258-1303 if you need assistance.

Mandatory Pre-Bid Site Walkthrough:  Contractors must attend one pre-bid site walkthrough in order to submit a bid for this project.  Pre-bid walk throughs will occur at 236 Lopeman Road, Port Hadlock, WA 98339 on the following dates/times:

Thursday March 16 at 10:00 a.m.

Friday March 17 at 1:00 p.m.

Contractors must attend one of these meetings to be eligible to bid on this project.

Bid Bond:  Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10) days of the award. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding.
