Port of Seattle Fire Station BP #2 - Final Work Package

Hoffman Construction Company, General Contractor/Construction Manager (“GC/CM”) for Port of Seattle Primary Fire Station Continuing Operations Preservation Project (“Project”) being performed for Port of Seattle (“Owner”) requests sub-bid proposals for Bid Package #2 - Final Work Package.  This bid package includes the following: Bid Item #2A – Demo & Abatement, Bid Item #2B – Cast-in-Place Concrete, Bid Item #2C – Structural Steel & Misc. Metals, Bid Item #2D – Casework & Finish Carpentry, Bid Item #2E – Roofing, Bid Item #2F – Metal Roofing, Siding & Sheet Metal, Bid Item #2G – Glazing, Bid Item #2H – Interior Finishes, Bid Item #2I – Flooring, Bid Item #2J – Earthwork & Utilities, Bid Item #2K – Fire Suppression and Bid Item #2L – Electrical.

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 1:00 p.m., July 31, 2024 at the Port of Seattle Fire Station jobsite.  Attendees may park in the cell phone waiting parking lot (2623 S 170th Street, SeaTac, WA 98188), walk two blocks west on the sidewalk to the building entrance 2400 South 170th Street, SeaTac, WA  98158-1112 (see map in RFP).  No parking will be allowed at the Fire Station.  Attendees must bring/wear their own reflective vest, long pants, and boots in order to attend the job walk following the pre-bid meeting.  Statements made at the pre-bid meeting by representatives of the GC/CM, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

All bids must be submitted pursuant to the instructions below.  It is the Subcontractor’s/Vendor’s sole responsibility to ensure that the bid is delivered in the manner required by the RFP by the due date and time.  GC/CM has the right to reject and bid not properly delivered.

Bidders on all other bid items must utilize the specified Proposals must utilize the specified PROPOSAL FORM and be submitted as a single file (less than 10MB) to BIDS@hoffmancorp.com, no later than 2:00 p.m., August 15, 2024.  There will be a virtual public opening of bids on August 15, 2024 at 2:30 p.m.  Bids will be opened in the presence of the Owner’s Representative.  Visit www.hoffmancopr.com/trade-partners for Teams link to bid opening.

A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information should be emailed over separately to Bids@hoffmancorp.com unless previously submitted. Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged.  Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.

This project is subject to the Project Labor Agreement entered into between the Port of Seattle and Seattle/King County Building and Construction Trades Council and Northwest Construction Alliance.  The PLA is binding on the Subcontractor and sub-tiers of all levels.  Subcontractors of all tiers must become signatory and bound to the PLA with respect to the subcontracted work.  Subcontractor will be required to execute a Letter of Assent and have all sub-tiers execute a Letter of Assent prior to performing any work on the Project.  Subcontractor shall include all costs for complying with the PLA including labor, wages and benefits, equipment and materials.

Owner and GC/CM are committed to promoting and stimulating the growth of disadvantaged business enterprises, minority business enterprises and women business enterprises and maximizing opportunities for these firms to participate in the work of this project.  Subcontractor shall endeavor to utilize such firms through sub-tier contracting and/or material purchases and shall provide documentation of their good faith efforts and achievements.  Project goal is 10% Certified and/or self-identified Women Owned Business and Minority Owned Business, however, GCC< has established a scope specific goal for each of the following items:

10%    Demolition and Abatement, Structural Steel and Miscellaneous Metals, Casework and Finish Carpentry,
            Roofing, Metal Roof and Sheet Metal Siding, Glazing, Flooring, Fire Suppression and Earthwork & Utilities.

12%    Electrical

15%    Cast-In-Place Concrete

20%    Interior Finishes
