Port of Seattle IAF Airline Realignment BP #1 - Enabling Work

Hoffman Construction Company, General Contractor/Construction Manager (“GC/CM” or “Contractor”) for Port of Seattle Post IAF Airline Realignment (“Project”) being performed for the Port of Seattle (“Owner”) requests sub-bid proposals for Bid Package BP#1 - Enabling Work

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 10:00 AM, September 14, 2023.  Attendees are to meet at:

SeaTac International Airport
17801 International Blvd.
SeaTac, WA  98158

Please park in general parking (floors 3,5-8), at the very south end of the airport garage, near the yellow or green elevators or rows N-U.

From the airport garage:

  •     Take the elevator to the fourth floor of the garage and walk across skybridge 1 to the main terminal. (The Link light rail Sea-Tac Airport station is connected to the fourth floor of the garage.)
  •     Take the escalator or elevator to the ticketing level. You will find the stairs and elevator to The Conference Center directly behind the international ticket counters to the mezzanine level.
  •     Our reception area is at the top of the stairs, through the double glass doors on your left.

Attendees must bring/wear their own OSHA-compliant helmet and safety glasses, reflective vest, long pants and boots in order to attend the job walk following the pre-bid meeting.  Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

Bidders are hereby advised that an affiliate of Contractor intends to submit a proposal for the concrete work (Bid Item #1B) in response to this RFP.  Bidders must utilize the specified PROPOSAL FORM for the Concrete Bid Item #1B must be submitted as single file to const-proposal@portseattle.org no later than 11:00 a.m., November 30, 2023.  There will be a virtual public bid opening for this bid item ONLY on October 5, 2023 at 11:30 a.m.  Bids will be opened in the presence of the Owner’s Representative.  Visit www.hoffmancorp.com/trade-partners for Teams link to bid opening.

Bidders on all other bid items must utilize the specified PROPOSAL FORM and submit as a single file (less than 10MB) to BIDS@hoffmancorp.com, no later than 2:00 p.m., October 5, 2023.  There will be a virtual public opening of bids on October 5, 2023 at 2:30 p.m.  Bids will be opened in the presence of the Owner’s Representative.  Visit www.hoffmancorp.com/trade-partners for Teams link to bid opening.

A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information should be emailed over separately to BIDS@hoffmancorp.com unless previously submitted.  Questionnaire may be attached as a separate file or submitted separately.  Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged.  Proposals that are materially incomplete, are directed to other locations or received after the bid deadline will not be considered.

This project is subject to the Project Labor Agreement entered into between the Port of Seattle and Seattle/King County Building and Construction Trades Council and Northwest Construction Alliance.  The PLA is binding on the Subcontractor and sub-tiers of all levels.  Subcontractors of all tiers must become signatory and bound to the PLA with respect to the subcontracted work.  Subcontractor will be required to execute a Letter of Assent and have all sub-tiers execute a Letter of Assent prior to performing any work on the Project.  Subcontractor shall include all costs for complying with the PLA including labor, wages and benefits, equipment and materials.

Owner and Contractor are committed to promoting and stimulating the growth of disadvantaged business enterprises, minority business enterprises, women business enterprises and veteran owned businesses and maximizing opportunities for these firms to participate in the work of this project.  Subcontractor shall endeavor to utilize such firms through sub-tier contracting and/or material purchases and shall provide documentation of their good faith efforts and achievements.  Goals are:

  •        13% WMBE Inclusion, however Contractor has established at 15% goal for the following scopes of work: Concrete, Concrete Unit Masonry, Misc. Metals & Caged Storage, Wall Assemblies & Ceilings, and Signage.
