Notice of Intent to Use Alternative Subcontractor Selection Process for Electrical Subcontractor (EC/CM) and 
for Mechanical Subcontractor (MC/CM) Per RCW 39.10.385 
 
Pursuant to RCW 39.10.385, Hensel Phelps Construction Co. and The Port of Seattle intend to utlize the Alternative Subcontractor 
Selection Process to select the Electrical Subcontractor (EC/CM) and Mechanical Subcontractor (MC/CM). 
 
Statement Justifying the Basis and Need for the Alternative Selection Process:  The renovation of the South Concourse facility will 
meet current building code requirements and create an invitng destination for today’s traveling public with premium lounge space, 
greater selection of dining and retail, and better spatial design. This project will repurpose existing space to enhance the passenger 
experience. This proposed project will also upgrade structural systems through the addition of new gate pods that will provide lateral 
and seismic support for the existing building. In addition, the project will re-develop the vacated Federal Inspection Services (FIS) and 
Customs and Border Protection (CBP) spaces with Duty-Free shopping and Airport Dining and Retail (ADR) concessions, renovate the 
Concourse level for more efficient public circulation and expand the Penthouse level to provide needed club and premium lounge 
spaces to better accommodate today’s unmet demand. The use of the Alternative Subcontractor Selection Process will allow the Port 
to obtain critical contractor insight on value engineering, constructability, phasing, sequencing, and other logistical challenges as 
these issues relate to schedule, cost, and site logistics. The EC/CM and MC/CM services to be provided during the design (and before 
construction begins) are as critical to the Port as those during construction. The process allows collaboration and a high level of 
communication between the Port, A/E team, and GC/CM given that the relationship begins early in the life of the project. 
A Public Hearing will be held to provide all interested parties with more information about the subject project and the use of the 
alternative selection process for the subject scope and to allow the interested parties the opportunity to submit written and verbal 
comments regarding justification for the use of the alternative subcontractor selection process and the evaluation criteria and 
applicable weight given to each criteria for evaluation purposes.

Interested parties should submit written and verbal comments regarding the subject procurement either at or prior to the public 
hearing. All comments will be addressed in the written final determination per RCW 39.10.385. Written comments should be

Starting May 23, 2024 interested parties can obtain the evaluation criteria and applicable weight given to each criteria for evaluation 
purposes for the selection of the EC/CM subcontractor for the subject project by contacting Hensel Phelps Construction Co. at 
hmadyun@henselphelps.com.  The protest procedures and timelines for the subject procurement will also be available at that time.
