Port of Whitman Business Air Center Beacon Demolition/Installation


A.I.P. PROJECT No. 3-53-0015-018/-019-2023

Sealed bids for the Port of Whitman Business Air Center – Beacon Demolition/Installation, A.I.P. Project No. 3-53-0015-018/-019-2023 will be received by in-person delivery or by courier at the Port of Whitman County office located at 302 N Mill Street, Colfax, WA 99111, until the bid opening time of 10:00 AM, on the 22nd Day of March, 2023, at which time the bids will be publicly opened and read.  Any bids received after the time for opening cannot, and will not be considered.

The scope of work being considered is:

  1. Demolition of existing Airport Beacon;
  2. Installation of new Airport Beacon on a new tower/tip-down pole; and
  3. Electrical trenching from existing Electrical Vault to new Airport Beacon.

The Contract Documents for the above project may be examined between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday at the Port of Whitman County office, 302 N Mill Street, Colfax, WA 99111. An optional pre-bid conference will be held at the Port of Whitman Business Air Center Port Shop Hangar (south of the Airport off Heglar Drive, refer to Drawing G-02 for location) on March 1, 2023 at 10:00am., local time. All bidders and potential subcontractors are encouraged to attend. At this meeting, questions concerning the Contract Documents and the proposed work will be discussed. A tour of the project site will be conducted after the meeting.

Notice to Proceed for Phase 1 is anticipated in August or September 2023, at the convenience of the Owner. Notice to Proceed for Phase 2 is anticipated in Summer 2024, at the convenience of the Owner. No adjustments will be made to the pricing established in the proposal regardless of when Notice to Proceed is issued. This is a prevailing wage project per State and Federal Laws. All labor on the project shall be paid no less than the minimum wage rates established by the Washington State Department of Labor and Industries or Davis-Bacon Act, whichever is greater.

This contract will be funded, in part, by a grant from the Federal Aviation Administration. As such, it will be subject to federal requirements.  These include, but are not limited to:

  1. Buy American Preference
  2. Civil Rights-Title VI Assurances
  3. Davis Bacon Requirements
  4. Debarment and Suspension
  5. Disadvantaged Business Enterprise (DBE)
  6. Federal Trade Restrictions
  7. Lobbying Federal Employees
  8. Recovered Materials

All Federal provisions are given in the specifications under FAA Required Provisions.

Affirmative Action Requirement



1.   The Offeror’s or Bidder’s attention is called to the “Equal Opportunity Clause” and the “Standard Federal Equal Employment Opportunity Construction Contract Specifications” set forth herein.

2.   The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor’s aggregate workforce in each trade on all construction work in the covered area, are as follows:


Goals for minority participation for each trade:............... 3.0%

Goals for female participation in each trade:.................. 6.9% 

These goals are applicable to all of the Contractor’s construction work (whether or not it is Federal or federally assisted) performed in the covered area.  If the Contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed.  With regard to this second area, the Contractor also is subject to the goals for both its federally involved and non-federally involved construction.  The   Contractor’s compliance with the Executive Order and the regulations in 41 CFR Part 60-4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60-4.3(a) and its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor or from project to project for the sole purpose of meeting the Contractor’s goals shall be a violation of the contract, the Executive Order and the regulations in 41 CFR Part 60-4.  Compliance with the goals will be measured against the total work hours performed.

3.   The Contractor shall provide written notification to the Director of the Office of Federal Contract Compliance Programs (OFCCP) within 10 working days of award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation.  The notification shall list the name, address, and telephone number of the subcontractor; employer identification number of the subcontractor; estimated dollar amount of the subcontract; estimated starting and completion dates of the subcontract; and the geographical area in which the subcontract is to be performed.

4.   As used in this notice and in the contract resulting from this solicitation, the “covered area” is:  Washington State => Whitman County => City of Colfax.

Civil Rights – Title VI Solicitation

The Port of Whitman County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or  offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises  will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Bidders are required to be licensed in accordance with and comply with the "Public Contractor's License Law of the State of Washington".

Proposals must be accompanied by cash, cashier's check, certified check, bank money order, bank draft or a bid bond or bonds in the amount of five percent (5%) of the amount of the bid as a guarantee that the successful bidder will enter into the required contract.

The Port of Whitman County reserves the right to reject any and all bids or to accept any bid deemed by them to be in the best interest of the Port pursuant to the terms of the general Conditions.  The contract will be awarded to the bidder submitting the lowest, responsive and responsible bid.  All bidders are cautioned to be aware of the requirement to have their bids considered responsive.
