Positive Indian Parenting
The Washington State Department of Children, Youth, and Families (DCYF) is seeking bids from Federally Recognized Tribes, Recognized American Indian Organizations (RAIOs), and other Native Serving Organizations to deliver Positive Indian Parenting services. This opportunity aims to honor and uplift the strengths, cultural traditions, and parenting practices of American Indian and Alaska Native (AI/AN) families by expanding access to culturally responsive parenting supports. Through this effort, DCYF seeks to strengthen the quality and availability of culturally responsive and specific services for Native families and reduce the number of AI/AN children who enter out-of-home care.

- Must be licensed to do business in the state of Washington or provide a commitment that it will become licenses in Washington within thirty (30) days of being selected as the Apparent Successful Bidder (ASB).
- Must be a Federally Recognized Tribe serving Washington State Families or be a Recognized American Indian Organization or Native Serving Organization that can demonstrate cultural proximity to the AI/AN community. Cultural proximity refers to the degree to which an individual or organization may share cultural identity, background, language, deep understanding, or involvement with the communities they serve. This connection fosters deeper cultural awareness, trust and credibility, as it is rooted in lived experiences and/or significant ties to the community.
The RFQQ will be issued on or about November 12, 2025, and responses will be due January 21, 2026. On the date indicated, DCYF shall post the RFQQ, Sample Contract, and any attachments and amendments relating to the RFQQ, on Washington’s Electronic Business Solutions (WEBS). WEBS can be accessed at: https://fortress.wa.gov/ga/webs/.
All Responders must register as a vendor on WEBS, using appropriate commodities codes listed in the RFQQ, and must download the RFQQ and any attachments from WEBS. This should be done as soon as possible in order for responder to receive notifications automatically generated on WEBS. (See instructions on 2nd page).

Overview: To download this Request for Qualifications and Quote (RFQQ) and associated materials you will need to create an account on The Washington Electronic Business Solution, also known as WEBS. The process should take only a few minutes.
Below are the steps you can follow to create an account and to resolve any challenges you encounter while you register. Once the account is activated, you can log in to WEBS and set up notifications for relevant contracting opportunities. You can also use WEBS to search for current and past procurement opportunities as well as view the status of their bids or proposals.
Steps:
- The website to register can be found by clicking this link: WEBS (wa.gov)
- Once you have accessed the website, click on the Register button. It should be located on the right side of the email and password boxes on the home screen of the registration page.
- Once you begin filling out your Registration Form, you will be asked to enter the required information.
- In the “Commodity Codes” section, please select any codes that are relevant to your areas of interest but, for this RFQQ, you must select the commodity codes listed on page 1 of this notice.
- In the “Business Classification” section, select “x” as the business classification if you are x.
- After reviewing your information, click “Submit.”
- After submitting the registration, the point of contact will receive an email with instructions for activating your account.
