Purpose and Objectives

The Washington State Health Care Authority, hereafter called “HCA,” is initiating this Request for Qualifications (RFQ) to solicit Bids from firms and/or individuals interested in participating as a Psychiatrist/ Quality Assurance Clinician for the Preadmission Screening and Resident Review (PASRR) Screening Program and Evaluation of nursing facility applicants and residents referred by hospital staff, primary care physicians, DSHS Community Nurse Consultants, and social workers in compliance with this Contract, 42 CFR 483, the HCA PASRR Program Manual, Public Law 100-203, The Omnibus Budget Reconciliation Act of 1987 and the Washington Medicaid (Title XIX) State Plan.

PASRR ensures that residents transition to the most supportive, and least restrictive environment while providing specific recommendations for facilities to incorporate into the resident’s care plan.

PASRR prioritizes identification and delivery of critical services to the most vulnerable, while prioritizing continuous quality improvement to ensure PASRR remains person-centered, and verifies the uniform PASRR implementation across the state.

Our objective in PASRR is to Initiate, Evaluate & Incorporate person-centered practices and identify strategies to better integrate supportive community & state-provided services; assisting each patient in their journey from a hospital to a Medicaid certified nursing facility. HCA intends to award multiple contract(s) to provide the services described in this RFQ.

HCA intends to award a Contract as a fee-for-service, awarding the resulting contract to the most qualified responsive and responsible small business.  

Minimum Qualifications

The following are the minimum qualifications for Bidders:

  1. Licensed to do business in the state of Washington or provide a commitment that it will become licensed in Washington within 30 calendar days of being selected as the Apparent Successful Bidder.
  2. Licensed by the State of Washington as a Psychiatrist, Clinical Psychologist (PsyD), and/or a Psychiatric Nurse Practitioner (ARNP/ APRN).
  3. 1-2 years experience in working directly with individuals who have complex medical and behavioral health needs, providing oversight for medication management and treatment planning.
  4. Experience with written communication and expressing complex ideas and feedback through clear, concise and accurate documentation.
  5. Experience with electronic health systems, accessing electronic documents for review and providing clinical feedback suggestions for treatment plans.
  6. Access to personal computer, email, phone and ability to view/modify PDF documents with Adobe Pro.
  7. Ability to record all completed evaluations, document time, mileage, and or other billable items and submit documentation on HCA invoices for reimbursement.
