NOTICE TO CONSULTANTS

FOR RFP #848

PRJ0002003/CRP320922, HSIP-000S (640) NE Ward Road/NE Davis Road Intersection Improvement

CLARK COUNTY solicits interest from consulting firms with expertise in surveying, engineering design and environmental documentation and permitting services for a roadway intersection improvement project. This agreement will be approximately for three years in duration with the option for the COUNTY to extend it for additional time and money if necessary. Consultants will be considered for the work described below.

CLARK COUNTY reserves the right to amend the terms of this “Request for Proposal” (RFP) via addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on their responses. CLARK COUNTY also reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this project.

Project Description

The major features of the project are as follows:

The project at the intersection of NE Ward Rd (approximately MP 2.54-2.70) & NE Davis Rd (approximately MP 0.00-0.08) will convert an existing stop-controlled intersection to a modern single-lane roundabout. The roundabout will meet ADA compliance, install an electronic traffic monitoring system consistent with and connected to the county’s Intelligent Transportation Systems, install raised median chicanes on all three entry legs, install mountable curbs, install traffic control striping, signing and markings, install roadway lighting, include any utility relocations, and include stormwater management.

The work to be performed by the CONSULTANT consists of: project initiation, coordination and meetings, submittals, survey, engineering-geotechnical, geometrics and design, traffic and environmental documentation and permitting.

This federally funded project must meet federal EEO requirements and has an assigned DBE agreement goal of 16%.

Evaluation Criteria

Criteria for evaluating and ranking submittals will include the following:

  1. Project Team – Qualifications/Expertise of Firm, Proposed Project Manager and Team
  2. Management Approach – Communication, DBE/SBE Plan, QA/QC Plan
  3. Respondent’s Capabilities – Ability to meet schedule, familiarity with WSDOT/FHWA standards, past performance/references
  4. Project Approach and Understanding

Submittal

Submittals should include the following information on the outside envelope/package: RFP Number; Title; and Name and Address of the Proposer.

Proposals shall be received in the CLARK COUNTY PURCHASING OFFICE, 1300 FRANKLIN STREET, SUITE 650, VANCOUVER, WASHINGTON 98660 until, but no later than, 1:30 p.m. on Wednesday, December 7, 2022.
