Professional Therapeutic Foster Care
The State of Washington, Department of Children, Youth, and Families (DCYF) intends to post an RFA for Professional Therapeutic Foster Care.
This RFA is issued in order to assist the Washington State Department of Children, Youth & Families (DCYF) in seeking qualified Contractor(s) to provide Professional Therapeutic Foster Care to DCYF dependent young people with high support needs. Specifically, our program will provide the following:
- Professional Therapeutic Foster Care (PTFC) is a therapeutic support program for young people with high level mental health, behavioral health, and intellectual and developmental disability (IDD) needs used to stabilize young people, coordinate multiple systems, build family and community connections, and safely move them to permanency or a less intensive service.
All Responders must meet the following minimum qualifications:
Responders must:
- Must be licensed to do business in the State of Washington or provide a commitment that it will become licensed in Washington within thirty (30) days of being selected as the Apparent Successful Bidder (ASB).
- Must be licensed as a Child Placing Agency by the Department of Children Youth and Families (DCYF). License must be in good standing.
- Must be contracted as a Child Placing Agency by the Department of Children Youth and Families (DCYF).
- Must be contracted as a Behavior Rehabilitation Services (BRS) provider by the Department of Children Youth and Families (DCYF).
The RFA will be issued on July 1, 2025, and responses will be due September 3, 2025. On the date indicated, DCYF shall post the RFA, Sample Contract, and any attachments and amendments relating to the RFA, on Washington’s Electronic Business Solutions (WEBS). WEBS can be accessed at: https://fortress.wa.gov/ga/webs/.
All Responders must register as a vendor on WEBS, using an appropriate commodities code listed in the RFA and below, and must download the RFA and any attachments from WEBS. This should be done as soon as possible in order for responder to receive notifications automatically generated on WEBS. (See instructions on 2nd page).
