REQUEST FOR COMPETITIVE PROPOSALS

JOB ORDER CONTRACTING FOR GENERAL CONSTRUCTION SERVICES

(SHA Solicitation #5051)

The Seattle Housing Authority, is soliciting proposals from experienced General Contractors, to provide general construction services in conjunction with SHA’s Job Order Contracting program in accordance with WA State RCW 39.10.420-460.  As a result of this solicitation, it is the intent of SHA to award JOC contracts to two General Contractors who are evaluated and scored as most qualified.  The Contracts that SHA intends to award would be for a two-year term.  SHA reserves the option of renewing one or both JOC contracts for an additional one-year term 

ESTIMATE:  The Estimated Annual Value for each awarded Contract is $2,000,000. The Minimum Contract Value for this Contract is $10,000. The Contractor is guaranteed to receive the opportunity to perform Job Orders totaling at least $10,000 during the Base Term of the Contract.

PROPOSAL SUBMITTAL:  Sealed proposals must be received for this project by the Seattle Housing Authority (SHA) at its offices at 190 Queen Anne Avenue North (5th Floor, Reception), Seattle, Washington 98109, no later than 2:00 PM on Wednesday, March 7, 2018.   Bids received after 2:00 PM will not be accepted or read.  Faxed proposals will not be accepted.

The outside of all proposal envelopes must be clearly labeled with the following information: "Proposal Documents," name of project, date and time of opening, the bidder’s business name, address, and telephone number.

MANDATORY PRE-SUBMISSION MEETING: 

Potential proposers/bidders are required to attend one of two offered mandatory Pre-Submission meetings and will be required to sign an attendance sheet. 

The Pre-Submission Meetings will be held at the Seattle Housing Authority central office at 190 Queen Anne Ave. North, Seattle WA 98109. 

The first Pre-Submission Meeting is scheduled for10:00AM to 12:00PM, on Friday, February 16, 2018 in the 1st floor Jesse Epstein conference room      

The second Pre-submission Meeting is scheduled for:  1:00PM to 3:00PM, on Tuesday, February 20, 2018 meeting at the 5th Floor Reception area. 

Failure to attend one of the above mandatory Pre-Submission meetings will render the Bidder non-responsive and its bid will be rejected.

      ADMINISTRATIVE AND TECHNICAL QUESTIONS:

Administrative and Technical questions regarding this project must be received in writing no later than 4:00 PM on Friday, February 23, 2018 and be directed to Marilyn Westman, by email to Marilyn.westman@seattlehousing.org            or by fax at (206) 615-3410.  Questions will be answered via Addendum.  Questions received later than the date and time above will not be answered.

BID GUARANTY:  Each proposal must be accompanied by a surety company bid bond, or a Certified or cashier’s check payable to the order of Seattle Housing Authority for a sum not less than $25,000.  No bidder may withdraw its bid within 60 days after the required bid submission date.
