PUBLIC NOTICE - PULLMAN REGIONAL HOSPITAL EXPANSION
Pullman Regional Hospital Patient Care Expansion Project: Public Notice of Intent to Use Alternative Subcontractor Selection Process for Mechanical, Electrical and Plumbing Scopes.
Bouten Construction Company (herein referred to as GC/CM) has been selected as the General Contractor/Construction Manager for Pullman Regional Hospital (herein referred to as the Owner) for the Patient Care Expansion Project. This project consists of renovating 33,000 square feet of existing hospital space and adding 3,750 square feet of new space. The hospital will remain active throughout the duration of construction. This is a prevailing wage project in accordance with State of Washington Statutes for Public Work Projects.
The Washington State Department of Enterprise Services – Project Review Committee, has approved the use of alternative subcontractor selection process as outlined in RCW 39.10.385. The Owner and the GC/CM intend to select the electrical, mechanical and plumbing subcontractors utilizing this alternative selection process.
The reasons for this utilization include, but are not limited to:
- The hospital must remain operational 24 hours a day, seven days a week throughout the duration of the project.
- Maintaining a clean and safe environment will be critical for the staff and patients recovering and receiving services in the hospital.
- Complex systems providing life safety services – like the HVAC, medical gas, water, fire alarm, security and emergency electrical systems – will need to remain fully functional.
- A high level of coordination with the subcontractors working on the aforementioned systems will be required.
- Utilize early preconstruction services including cost estimating, logistics planning, scheduling, and system tie-in coordination with the design team.
- Early procurement of long lead specialty equipment.
- Coordination with complex medical equipment.
- Enhance outreach for greater MWBE and DBE project participation
All interested parties are hereby notified that a public hearing on this matter will be held at 4:00 PM PDT on August 15, 2024, at the Pullman Regional Hospital Conference Rooms C & D, 835 SE Bishop Blvd, Pullman, WA 99163. The evaluation criteria, scoring weight for each criteria, and protest procedures are available upon request to the GC/CM.
Interested parties may submit written and verbal comments regarding the justification for using this selection process, the evaluation criteria, weights for each criteria and protest procedures no later than the date of the hearing to Nick Gonzales, Vice President, Bouten Construction Company at 509-535-3531 or nickg@boutenconstruction.com.
After the public hearing, the Owner and GC/CM will consider the written and verbal comments received and determine if using this alternative selection process is in the best interests of the public. A written final determination will be issued to all interested parties.
