Rehabilitation of Pateros Gardens Family Housing Complex

NOTICE TO BIDDERS

Notice is hereby given that sealed proposals will be received by the Housing Authority of

Okanogan County, 431 5th Ave West, Omak, WA 98841 until 11:00 a.m. Local time on August 3, 2020, for the Phase I Renovation Project of the Pateros Garden Apartments, located at 249

Dawson Street, Pateros, WA 98846. Bids received after that date and time, even if mailed

earlier, will not be accepted. Questions, requests for clarification, and substitution requests may be referred to: Nancy Nash-Mendez, Executive Director < nancy@okanoganhousing.org>

Scope of the renovations include: envelope and foundation remediation; replacement of

roofing and attic insulation and venting; exterior painting at Buildings 1 & 2. Interior renovation

of existing Building Manager’s office at Building 2, including provision of restroom.

Estimated bid range: $350,000 - $450,000.

 

Plans and project manuals are available free-of-charge to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "Housing Authority of Okanogan County". This online plan room provides Bidders with fully usable online documents with the

ability to: download, view, print, order full/partial plan sets from numerous reprographic

sources, and a free online digitizer/take-off tool.

Plans and project manuals may also be viewed at the office of the Housing Authority of Okanogan County.

A pre-bid walk through will be held on site on Monday, July 20, 2020 at 3PM, at 249 Dawson Street, Pateros, WA 98846. Prospective bidders who are planning to attend. RSVP by email to: nancy@okangoanhousing.org no later than 4:00pm on July 17th , 2020 No other walk through will be available. Responses and Clarifications must be received by July 24th.

The following documentation shall be completed by the Bidder, submitted with the

Sealed Bid. Forms can be retrieved through the Builders Exchange platform. All documents shall be signed and Notarized where indicated:

1. Bid Bond

2. Statement of Qualifications

3. Letter of Subcontractor

4. Certification of Equal Employment Opportunity Report

5. Non-Collusion Affidavit Certificate

6. Bid Form – Stipulated Sum (Single-Prime Contract)

The bidder may withdraw any proposal submitted prior to the hour set for the closing of the bids provided the request is signed in a manner identical with the proposal being withdrawn.

The Owner will be responsible for payment in accordance wit the terms of the contract when the work is completed.

 

5.05 Minority and Women Owned Business Enterprises (MWBE)

In accordance with the legislative findings and policies set forth in Chapter 89.19 RCW, the State of Washington encourages participation in all of it contracts by MWBE firms certified by the Office of Minority and Women’s Business Enterprises (OMWBE). Bidder/Proposer should seek to represent the state’s interest in goal attainment and WMBE participation. Participation may be either on a direct basis, in response to this solicitation/invitation, or as a subcontractor to a Bidder/Proposer. Bidders may contact OMWBE at 360.753.9693 to obtain information on certified firms.

The right is reserved to postpone making the award for a reasonable length of time, to reject any and all bids, or to wave irregularities not affecting substantial rights.
