NOTICE IS HEREBY GIVEN by the Board of County Commissioners of Lincoln County, Washington that proposals will be received until 12:00 p.m., Thursday December 29th 2022 at one of the following locations:

It shall be the submitters responsibility to ensure that proposals are delivered to the Board of County Commissioners prior to the deadline and receipted by the Clerk of the Board.
The proposals will be opened and publicly read aloud after 9:00 a.m., at the Commissioner’s meeting scheduled on Tuesday January 3rd 2023 for fiber materials procurement.

Statement of Need (Scope):
This Request for Proposal (RFP) is intended to solicit proposals from Vendors for fiber materials needed for a Fiber-To-The-Home build in Lincoln County. For complete RFP or questions, please contact Lincoln County Economic Development Council @ janice@lincolnedc.org or call 509-368-7085.
The Board of Lincoln County Commissioners reserves the right to accept or reject any or all proposals.
Please be advised that Lincoln County, being a municipal corporation is exempt from Federal excise tax.
The County of Lincoln hereby notifies all submitters that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated for or against on the grounds of race, color, sex or national origin, in consideration for an award. Small, Minority- and Women-owned firms are encouraged to submit bids. This project is funded/partially funded through the Washington State Community Economic Revitalization Board with federal funds from the U.S. Treasury ARPA Capital Project Funds.

Background:
Lincoln County will construct fiber optic cable and facilities as part of the FTTx in Almira, Creston, and Harrington project to connect businesses and residences in the city limits of Almira, Creston and Harrington, Washington. The County has a fully-executed contract with the Washington State Community Economic Revitalization Board (CERB) for funds to construct the project.
Request for Proposals:
Please provide proposals for the materials below on or before December 29th, 2022 at 12:00pm. Proposals should include shipping/freight costs, and lead times, and should be valid through January 14th, 2023. The SHIP TO address is: Lincoln County Fairgrounds, 1601 Morgan St., Davenport, WA. 99122.
Evaluation Factors (in order of relative importance):
- Same manufacturer for like materials (ie. Fiber cable)
- Domestic manufacturer of product*
- Price
- Lead Time (preferred delivery on or before March 31, 2023)
* “Manufactured products” means items and construction materials composed in whole or in part of non-ferrous metals such as aluminum; plastics and polymer-based products such as polyvinyl chloride pipe; aggregates such as concrete; glass, including optical fiber; and lumber.

All fiber optic cable must be single armor, single jacket, loose tube, gel-free cable. Cable specifications must be provided with the proposal and must be the same for all fiber cables, regardless of strand count. Reel cuts at 20,000’.
