CITY OF WOODLAND REQUEST FOR QUALIFICATION INFORMATION TO FURNISH PROFESSIONAL ENGINEERING FOR S PEKIN PEDESTRIAN & BIKE FACILITY

The City of Woodland is inviting statements of qualifications and performance information from consulting firms with expertise in Civil and Structural Engineering Design, including Contractor Bid Document Preparation and Selection, for a grant received for our S Pekin Pedestrian & Bike Facility Project. The City will reserve the right to retain Consultant Services for future project phases (RW/CN).

 

The City reserves the right to amend terms of this “RFQ” to circulate various addenda, or to withdraw the RFQ at any time, regardless of time and effort consultants have spent on their responses.

 

Estimated schedule: Submittals due 11/13/24. Interviews (as needed) and selection by end of November. Contract execution by end of December 2024. Construction documents complete for WSDOT submittal by end of September 2025. Project to go out to bid November 2025.

 

Key tasks for services as the City’s engineer for this federally funded project: professional services in connection with but not limited to design, permitting, bid documents, and contractor selection. Must be able to provide appropriate documentation as per grant requirements for reimbursement. The project location begins at 190 S Pekin Rd and goes south to Whalen Rd on the east side of S Pekin Rd (adjacent to Horseshoe Lake). It will consist of approximately 1425 feet of sidewalk, curb and gutter, and bike-lane striping. Qualification and performance statements will be reviewed. Resumes will be accepted, but not required. Please state the knowledge base of the city’s infrastructure in the first paragraph of the submittal. The city has no specific submittal format. Limit the RFQ to 20 pages, single sided. Two copies are required of any document submitted. Electronic copies will be accepted.

 

The consultant agreement will be Local Agency A&E Negotiated Hourly Rate.

 

Any cost proposals or elements of cost will be provided in a concealed format and separate from the technical/qualifications proposals, since these shall not be considered in the evaluation, ranking, and selection phase.

 

The DBE goal for Professional Engineering phase has been assigned at 0%; however, there is a Voluntary 10% SBE goal.

 

Submittals will be evaluated and ranked based on the following criteria:

1) Qualification of Proposed Project Manager

2) Qualifications/Expertise of Firm

3) Ability to meet schedule

4) Approach to project

5) Familiarity with WSDOT/FHWA standards

6) Past Performance/References

7) Approach to DBE Participation / Plan for SBE goal
