Request for Qualifications Public Works Projects Value Engineering/Analysis, Constructability, Commissioning, and building envelope services

The Lake Stevens School District is soliciting statements of qualification from
professional services firms in the areas of public work project Value
Engineering/Analysis, Constructability, Commissioning and Building Envelope design
and inspections for performing professional services for the district per RCW
28A.335.190 and RCW 39.80.
Completion of a district Consultant Application and submission of a statement of
qualifications is required to be considered for district projects. Qualified firms may be
contacted by telephone or letter for further qualifications regarding a specific project and
may be asked to attend an interview.

Completed applications and statements of qualifications must be in a sealed envelope
and addressed to:

Applications and statements must be received no later than 3:00 PM on Wednesday,
November 5, 2025. All questions regarding this request should be directed to Robb

In accordance with the legislative findings and polices set forth in chapter 39.19
RCW, the State of Washington encourages participation by firms certified by the Office
of Minority and Women’s Business Enterprises (OMWBE) in public works projects
carried out by state agencies. The Lake Stevens School District likewise encourages
participation by certified businesses in its capital construction projects. For more
information on certification, contact OMWBE.
No preference will be included in the evaluation of qualifications based on MWBE
status, no minimum level of MWBE participation shall be required as a condition for
receiving an award, and qualifications will not be rejected or considered non-responsive
based on MWBE status.
