Request for Qualifications for Structural Engineering On-Call Services

Pursuant to RCW 39.80, Public Utility District No. 1 of Kitsap County (KPUD) is soliciting Statements of Qualifications from qualified individuals and firms for On-Call Structural Engineering Consulting Services relating to telecommunication/broadband projects, water, and wastewater system projects. The consultant will provide structural engineering services as KPUD projects are scheduled for development or as circumstances emerge that require structural engineering services. KPUD anticipates selecting one firm to provide consulting services on an on-call basis. The chosen firm will enter into an initial two (2) year term agreement with the option (based on mutual agreement) to renew for up to two (2) additional one (1) year terms upon KPUD Board approval. The maximum total compensation payable for services authorized under this Agreement will not exceed $200,000 for the duration of the Agreement, unless modified by a supplemental Agreement; however, there is no guarantee that all funds will be expended. The successful consultant should be a licensed expert in the area of structural engineering and be able to provide specialized technical assistance, peer review, in addition to providing KPUD with related practical and sound advice during field investigation, problem identification, and design and construction phases of projects. To be considered for on-call work under this RFQ, on the date/time that statements of qualifications are due, all consultants and subconsultants must be registered with SAM.Gov and not be excluded from receiving federal funds using the System for Award Management (2 CFR § 200.214). This RFQ does not commit KPUD to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure or contract for services. KPUD reserves the right to accept or reject any or all submittals received as a result of this request, to negotiate with any qualified firm, or to modify or cancel in part or in its entirety this RFQ if it is in the best interest of KPUD to do so.
