The Skokomish Indian Tribe's Health Department is seeking well qualified and experienced Legal Firms and/or Attorneys to provide legal services and representation for our Department and program participants.
We anticipate needing services and representation including, but not limited to the following practice areas and categories; family law, crime victim's assistance, health practice and programs, HIPAA compliance, Opioid Settlement Funds administration, Indian Child Welfare and similar. Typical services needed: providing legal support and advices for program participants and advocates; representation program participants in tribal and county courts; formulating/filing restraining orders, parenting plans; reviewing National and Tribal Opioid Settlement Funds documents, court orders and similar and advising Departmental staff on actions needed; and similar.
We further anticipate that a solo practices or small firms may need to contract with practice area attorneys or firms on an as needed basis in order to provide the services and representation required. We estimate needing 100-250 hours or more annually.
While a majority of the work make be conducted remotely, there will be on-site requirements including: on the reservation, Mason County, WA courts and justice system; and potentially federal courts/justice system.

QUALIFICATIONS
1. Hold current Washington State licenses as required by position or practice area.
2. Attorney(ies) providing services and representation must have a minimum of four years experience in Washington State.
3. Tribal experience is highly preferred.
4. Demonstrated experience with the practice areas and categories is highly preferred.
5. Must be available and have the flexibility to provide services within a reasonable timeframe from request.
QUOTE REQUIREMENTS
1. Practice/Firm name and address and type (sole practice, small practice with number of Attorneys or large practice with number of Attorneys); primary contact name, address, telephone number and email.

3. Resume or CV for each proposed Attorney including a summary of their work experience.
4. Fee schedule by position (attorney, law clerk, paralegal, administrative assistant, similar) including additional expenses such as travel, copying and similar.
CONTRACT and WORKFLOW
A Skokomish Goods and Services contract will be negotiated between the successful proposer(s) and the Department. The initial performance period will be for one year with a review at six months. The Department will request a quote for services/representation as needed. A scope-of-work and fee schedule including expenses will be negotiated. The Department will issue a Work Order and work will commence. Detailed invoices will be remitted to the Department for payment processing.
FUNDING SOURCES
Fund for services/representation will come from a variety of sources including but not limited to:, U. S. Department of Justice, Opioid Settlements and other federal, state and tribal sources. As appropriate, compliance with funding sources requirements, terms and conditions may be required.
