HCA is a cabinet-level agency within the Washington State executive branch and governed by chapter 41.05 of the Revised Code of Washington (RCW). HCA is the largest purchaser of health care services in Washington State through its administration of the Public Employees Benefits (PEB), School Employee Benefits (SEB), and Apple Health (Medicaid) Programs. HCA employs roughly sixteen hundred (1,600) employees. 

HCA performs Criminal Background Check Services to screen employment candidates, interns, and volunteers on an “as-needed” basis. Due to migrating populations throughout the United States, conducting a Washington State-based criminal background check is no longer practicable. Therefore, HCA requires a criminal background check solution to provide results from locations throughout all fifty states and US Territories from a potential third-party vendor.

HCA estimates it will require approximate thirty-five (35) to forty-five (45) criminal background checks reports per month.
