Coupeville Wharf Waste System Replacement  [No. 2024-1 ]

Project Budget: $30,000

Project Summary:

Replace/improve existing onsite, over water,  waste system at the historic Coupeville Wharf.  System improvements will be as recommended by Coffman Engineers (Exhibit A) dated June 6, 2023, and include, but may not be limited to replacing the existing holding tank to increase capacity and depth, adjust the pump levels to run efficiently, install freeze protection, add an additional cleanout at the mid-point of the pier.

*The project includes federal funds from Environmental Protection Agency (EPA).  See bidding documents for applicable federal contracting requirements.

Notice to Bidders:

Bid Documents can be requested by contacting the Port of Coupeville’s Project Manager at: projectmanager@portofcoupeville.org or by visiting our website at: portoc.org/port-business/port-projects .

Port of Coupeville invites all interested bidders to submit bids to the Port of Coupeville’s Project Manager via email at: projectmanager@portofcoupeville.org by March 5, 2024.

Approximately 5 min after the bid due date/time bids will be opened and read aloud via Zoom.

Pre-Bid Meeting/Site Walk:

Interested bidders are invited to walk the site on February 26, 2024, at 11:30 am.  Please register for the site walk by emailing Mary Hogan at: projectmanager@portofcoupeville.org.

Bidder Responsibility:

To be eligible for award, bidders must be able to provide evidence of the following:

• Proper licensure and registration as a contractor in the State of Washington, Island County, and Island County Public Health as a general contractor, septic designer, AND installer.
• Not be precluded from bidding public works projects.
• Not debarred or suspended under the federal system of awards management (SAM.gov).
• Provide USL&H Insurance for work over the water.

Supplemental Bidder Responsibility:

• 5 years, or more, providing on-site wastewater design and installation.
