Environmental Impact Statement Consistency Analysis for Puget Sound Energy' s
Energize Eastside Project

The City of Renton, Washington is seeking a statement of qualifications from a
consultant with experience and expertise in developing an environmental impact
statement consistency analysis. The final deliverable is an Environmental Impact
Statement SEPA Consistency Analysis that satisfies SEPA requirements for the
development of Puget Sound Energy' s Energize Eastside Project within the City of
Renton ( the " Project").

General Information
Within the City of Renton, the applicant is requesting Hearing Examiner Conditional Use
Permit approval and a Shoreline Exemption for the upgrade of 4 miles of two existing
115 kV transmission lines with two 230 kV transmission lines beginning at the City' s
northern boundary with Newcastle and ending at the existing Talbot Hill substation. The
upgrade is located entirely within PSE' s existing 100- ft electrical transmission utility
corridor. The Project site is located within multiple zoning designations, including:
Commercial Arterial ( CA), Commercial Office Residential ( COR), Center Village ( CV), Light
Industrial ( IL), Residential- 1 ( R- 1), Residential- 10 ( R- 10), Residential- 14 ( R- 14),
Residential- 4 ( R- 4), Residential- 6 ( R- 6), Residential- 8 ( R- 8), Resource Conservation ( RC),
and Residential Multi- Family ( RM- F). The proposed upgrade would require the
replacement of approximately 144 existing wood and steel poles ( H- frame designs) with
approximately 41 steel monopoles of either single- circuit or double- circuit design. The
height of the proposed poles would vary by location, but are estimated at an average
height of between 85 and 95 feet. Within the Talbot Hill substation, additional breakers
and associated controls will be added to accommodate the new lines. The Project' s
southern extent is PSE' s Talbot Hill substation located at 2400 S. Puget Drive. From the
substation, the Project continues north along the existing PSE transmission line corridor
to the northern city limits, between 1- 405 and the eastern city limits. Multiple critical
areas are mapped along the project corridor including wetlands, streams, steep slopes,
landslide hazards, coal mine hazards, and wellhead protection areas. The project would
include the replacement of aerial wire across the Cedar River, which is classified as a
Shoreline of the State. The Project proposes the replacement of poles outside of the
200-foot shoreline jurisdiction and the aerial wire crossing would not require any
disturbances within the shoreline jurisdiction.

The City of Renton is seeking confirmation that the proposed development is consistent
with the Final Environmental Impact Statement issued for the entire Energize Eastside
Project as well as the identification of any applicable SEPA Mitigation Measures that
would be applicable to the project corridor in the City of Renton. The EIS and related

Required Services
The consultant who is ultimately selected will provide services including, but not
necessarily limited to, the following:
1. Develop a Draft and Final Consistency Analysis for the Project that satisfies SEPA
requirements.
2. Review the Draft and Final Consistency Analysis with City staff.

1. Submit four ( 4) hard copies of the proposal in time to be received by 5: 00 p. m., on

2. No faxed or telephone proposals will be accepted.
3. All proposals must be in a sealed envelope and clearly marked " Puget Sound Energy
Energize Eastside SEPA Consistency Analysis".

Evaluation of Qualifications
Each submittal will be evaluated according to the following criteria:
1. Experience and expertise of the firm' s project team in successful completion of an
EIS and EIS Consistency Analysis. Renton' s evaluation of the project teams'
qualifications may include checking with references.
2. Experience and expertise in power and energy related projects.
3. Cost of the consultant' s services. While cost is a consideration of the evaluation, the
City is not required to select the proposal with the lowest cost.

General Conditions
1. All materials and images developed during this project will belong to the City.
2. The City reserves the right to reject any and all submittals, and to waive minor
irregularities in any submittals.
3. The City reserves the right to request clarification of information submitted, to
request additional information from the consultant, and to request an interview
with the consultant.
4. The City reserves the right to award the contract to the next most qualified
consultant, if the successful consultant does not execute a contract within thirty( 30)
days after notification of the award of the bid.
5. Any proposal may be withdrawn until the date and time set above for submittal of
the proposal. Any proposal not so timely withdrawn shall constitute an irrevocable
offer, for a period of ninety ( 90) days, for the services described in the attached
specification, or until one or more of the proposals have been approved by the City,
whichever occurs first.
6. The City shall not be responsible for any costs incurred by the consultant in
preparing, submitting, or presenting its response to this RFP.
7. In order to provide a consistent approach to the project, achieve economies of scale,
and minimize disruption of City staff, the City expects to award this proposal to one
consulting firm or team.
