1.1 Purpose and Background

Spokane Colleges is requesting proposals from qualified evaluators to provide services as required by the U.S. Department of Labor (U.S. DOL) Office of Evaluation. The evaluator will be subject to decisions of that office and should be flexible enough to respond to the U.S. DOL requests during the life of the grant. The Grant end date is currently January 31, 2029, and the grant year runs February 1 through January 31 of each year. Qualified evaluators are encouraged to submit proposals detailing their expertise with federal grants and their capabilities to meet Spokane Colleges requirements. 1.2 Project Scope of Work

Evaluator work involves:

• Information gathering and documentation in relation to the projects grant goals and objectives. Including partner and participant surveys and focus groups.
• Creation of a detail evaluation plan and revisions as requested by the grant lead, SCC, and the USDOL
• Revise and further develop the project’s logic model/theory of change document.
• Develop a data dashboard and data collection tools.
• Conduct data collection activities (various).
• Regular contact and project management activities with SCC.
• Required reporting – Verbal and written reports as required, which will include annual impact and accomplishments, and evaluation reports at the conclusion of each year of the grant.
• Final evaluation report.
