Request for Proposals
The City of Pateros, Washington, is seeking proposals from qualified firms, with experience working in and/or with the plastics industry, to assist in the preparation of a feasibility study on the potential for growing a plastics recycling industry in North Central Washington, starting on the City’s Starr Road property. The study is intended to provide a comprehensive picture of the need for and of a plastics recycling industry, both the recycler as well as companies that manufacture products from recycled plastic, in Washington State.
The scope of work that includes: 1) Conduct a survey of Pacific Northwest companies that produce and consume recycled plastic pellets for manufacturing of new products to determine their operational requirements and demand; 2) Identify plastic products used in the tree fruit industry and their origin of manufacture; 3) Identify specific infrastructure requirements for plastic recycling and manufacturing in Pateros; 4) Prepare a report providing data, priorities and strategies for attracting the plastic recycling and remanufacturing industry to Pateros and other North Central Washington communities.

One or more firms will be selected for an interview based upon the following criteria categories, weighted as indicated: qualification of key personnel (2); relevant experience as demonstrated on previous projects (2); previous performance on similar projects (1); expressed interest in the project (1) and Washington State Certified Minority Enterprise Participation (0.5).
Firms desiring consideration shall submit a complete proposal and any other

The most highly rated firm will be selected for negotiation of the professional service contract. The project will be partially funded through the U.S. Department of Agriculture Rural Development Rural Business Development Grant.
