Recycling Consultant Services

Proposals due no later than 3:00 p.m. (PST) on October 18, 2024

Purpose of Request:

The City of Kent is requesting proposals for consultant services to prepare, host, and lead residential recycling collection events from January 15 to December 31, 2025.

 

Description of Work/Goals and Outcomes:

The selected proposer will contract with vendors, assist in organizing and promoting events, handle the staffing and tracking of results for a total of three (3) Saturday large city-wide residential recycling collection events during the spring (March 1), summer (June 14), and fall (October 11) of 2025, and five (5) Friday mini residential recycling collection events to be held throughout the remaining parts of the year. The proposer will document and provide to the city event results and expenditures for grant reporting.

 

City staff will select and reserve collection event locations and create and mail event brochures to residents. Accepted items to be recycled will include appliances, batteries, cardboard, electronics, TVs, computer monitors, concrete, asphalt, rock and brick, mattresses and box springs, refrigerators and freezers, textiles, air conditioners/dehumidifiers, porcelain toilets and sinks, propane tanks, paper documents for shredding, bulky yard debris and clean scrap wood, scrap metal, tires, Styrofoam, and paint. City staff and consultant will work together to determine which items will be collected at each event. The selected contractor will be responsible for ensuring all materials collected will be disposed of at appropriate facilities for recycling.

 

Overall Budget:
Provide a budget proposal for each Saturday recycle event and each Friday mini recycle event and provide a total cost for all events during the 2025 calendar year. The proposal shall include a presentation of budget based on number of hours and corresponding billing rates of staff involved.

Qualifications/Requirements:
To be considered, the proposer must have extensive experience in recycling, working with local governments and the public, organizing events, and record keeping as well as maintain a reliable working relationship with the city’s granting agencies. In addition, the proposer must have strong oral and written communication skills. The proposer shall have performed similar work for other jurisdictions and must have strong knowledge of rules and regulations related to solid waste, the health department, hazardous waste, and recycling.

Proposer must include descriptions of qualifications of key personnel and experience, work samples, and client references.

Proposers will be evaluated based on the following criteria:

  • Staff experience: 25 points
  • Company experience: 35 points
  • Cost: 40 points
  • Total: 100 points

 

Proposal Submittal/Questions:

Proposals shall be delivered and received, regardless of the delivery method (e.g., hard copy, email, U.S. mail, etc.), to the City Clerk’s Office, 220 Fourth Avenue South, Kent, WA 98032-5895 or CityClerk@kentwa.gov, no later than 3:00 p.m. (PST) on October 18, 2024.
