ON CALL MATERIAL TESTING INSPECTION AND LABOROTORY

The Evergreen State College is soliciting Statements of Qualifications (SOQ) from qualified Material Testing Laboratories to provide on-call professional material testing and inspection services for a variety of remodeling and renovation projects at The Evergreen State College.
Master Agreements: The Evergreen State College intends to select one or more firms under an On-Call Agreement that will have no specific scope of work or contract amount. As individual projects arise, the parties will negotiate the scope of work & fee and formalize it in a project authorization. Project authorizations under each On-Call Agreement must be executed prior to the expiration of the On-Call Agreement. The term of the On-Call Agreement will be for the balance of the current fiscal biennium cycle with the option to renew for the 2019-21 biennium at the end of the current biennium. Hourly rates and fee list established for the On-Call Agreement will remain in effect for the term of the On-Call Agreement.
Scope of Services: The services under the On-Call Agreement may include, but are not limited to the following design verification and material testing: Soil compaction verification, subsurface explorations including hand-auger borings and cone penetration tests, reinforced concrete systems including compression tests, sieve gradation analysis, asphalt thickness and density testing, structural steel welding and bolting, epoxy and expansion anchoring systems, shear walls, hold-downs and seismic bracing, cost estimating for design verification and material testing services.
The selected firm(s) will work under the direction of the Associate Vice President of Facilities and Project Managers.
Evaluation Criteria: The SOQ must include and will be evaluated based on the following. Each firm’s SOQ must include an index and be organized by discrete sections corresponding to the criteria and in the same order as below:
- A cover letter expressing interest, addressing, at a minimum, the following:
- A summary of your firm’s qualifications.
- Outline the size of your firm and discuss your firm’s capability to manage multiple projects of the indicated scope, on an on-call basis.
- Discuss your firm’s historical workload.
- Discuss your firm’s financial and organizational stability, and experience in completing similar projects with durations ranging from several months to two years that were completed over the last five years.
- Discuss your proposed team members and your strategy for staffing the various projects over a two-year period.
- Identify the office that will manage and administer the projects.
- A list of costs for the individual tasks offered and will be in effect during the length of the contract.
- Demonstrated expertise and experience providing high quality testing and inspection services on projects in occupied classroom, office, health care facilities, and mechanical areas. Provide information about five such projects that demonstrates, at a minimum, the following: a) projects that included phasing requirements, b) projects that were constrained by adjacent occupancies, c) ability to manage schedule and budget throughout project phases, d) compare original and final budget and schedules. The Evergreen State College prefers that the example projects have material testing and inspection service costs ranging from $500 to $50,000. Total fees for this on-call contract shall not exceed $249,000. This contract will begin as of the date of contract execution through June 30, 2019, with the option to extend through the 2019-2021 biennium.
- Demonstrated experience in the preparation of material testing and inspection reports for public works facility renovation projects.
- Project management philosophy related to managing multiple simultaneous projects.
- Knowledge of and experience with the Public Works approval processes of the State of Washington.
- Resumes of the proposed principal in charge and any other key members of the firm, including at least two project managers who will be directly responsible for the oversight and execution of any work that may be assigned. Include the length of time employed by your firm.
- At least three project owner references for work completed by your firm. References should be selected from projects prominent in your SOQ. At least two of the references should be from outside The Evergreen State College. Cited references should include project name, reference name, title, project role, and current contact telephone number.
- Completed Federal Government GSA Standard Form 330 (Part II only). The form is available online at the following website address: http://www.ga.wa.gov/EAS/EA-References/AEqualify330.doc under the Standard Forms section, SF330 Architects/ Engineers Qualifications.
Submittal Deadline: One (1) original unbound copy and four (4) bound copies of the Statement of Qualifications containing the above listed items must be received at

Selection Process: An evaluation committee will review The SOQs and the most qualified firms will be invited, to an interview. The evaluation committee’s selected qualified firm(s) will be invited to enter into contract negotiations.
