CITY OF KENT PUBLIC NOTICE TO CONULTANTS FOR
REQUEST FOR QUALIFICATIONS (RFQ)
The City of Kent solicits interest from professional consulting firms with expertise in steel truss bridge repairs, and bridge painting over waterways. This agreement will be for approximately 12-months in duration. Consultants will be considered for the following project.
Green River Bridge Repainting
and
Structural Deck Overlay

The City of Kent reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description
This work is related to deck repairs and repainting for the Green River Bridge, a steel truss bridge originally constructed in 1958 with a span of 245 feet and width of 35 feet; last painted in 1990. This bridge carries two lanes of traffic from Meeker Street across the Green River.
The Consultant’s RFQ will be evaluated based on its ability to complete the following:
- Administrative and Project Management Related to the Contract.
- Performance of Horizontal and Vertical analysis for dead and live load from painting and repair activities as well as dead loads from the structural overlay.
- Development of containment design and applicable special provisions.
- Lead paint determination and required remediation.
- Design of Structural and Steel Repairs:
- Review of City bridge inspection reports.
- Determined for and/or type of independent inspection.
- Identify required repairs and extent of work required based upon review of reports and field inspections.
- Repair plans, details, and special provisions.
- Preparation of Risk Matrix.
- Preparation of Paving Material Recommendation and Resurfacing report.
- Prepare Plans, Special Provisions, and Engineer’s Estimate for all work; including
- Expansion Joints Repairs.
- Transverse Joint Seal Repairs.
- Bridge Deck Spot Repairs.
- Support during bidding period, including but not limited to addressing bidder questions and preparation of addenda.
All specifications and special provisions shall be in WSDOT/APWA Format.
The major features of the project are as follows:
- Removal of existing paint and repainting the steel structure.
- Containment of work areas to prevent any debris from entering the Green River.
- Construction of lightweight concrete structural overlay.
- Expansion Joint Repairs.
- Structural Steel Member Repairs.
- Abutment Erosion Repairs.
- Soffit repairs.
- Traffic Control planning to allow use of the bridge during most of the construction activities.
The City’s goal is to have the project out to bid by the summer of 2023.
The City of Kent reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project.
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1) Qualifications of proposed project management team
2) Qualifications/expertise of firm
3) Ability to meet schedule
4) Approach to project
5) Familiarity with WSDOT/FHWA standards
6) Past Performance/References
Submittal
Submittals should include the following information: Firm Name, phone and email addresses; Name of Principal-in-Charge and Project Manager; and names of employees the Consultant proposes to work the project. To ensure timely review, statements of qualifications shall be no greater than 30 pages in length.
Please submit a searchable PDF of your Statement of Qualifications on non-returnable media to: City of Kent City Clerk’s office; 220 Fourth Ave. S., Kent, WA 98032-5895 no later than 3:00 p.m. on October 26, 2022. Statement of Qualification can also be emailed to slincoln@kentwa.gov. Submittals will not be accepted after that time and date. - is anticipated that a short-list of consultants will be prepared by October 28, 2022, and interviews completed by November 14, 2022. The City’s goal is to have the consultant under contract by January 31, 2023.
