RFQ to Provide Professional Engineering Services for Design and Construction Administration of Columbia Heights Road Safety Improvement

The City of Longview solicits interest from consulting firms with expertise in Civil, Geotechnical and Structural Engineering Design. This agreement will be for approximately 18 to 24 months in duration for the design phase with the option for the City of Longview to extend it for additional time and money if necessary. Construction administration services are expected to be in duration of 1 year after the design phase is complete. Construction services shall be considered optional at the time of execution of the initial contract as provided in the scope of work.

The City of Longview reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description

The work to be performed by the consultant consists of preparing preliminary engineering design for improvements of Columbia Heights Road between Fishers Lane and Cascade Drive located in Longview WA. The proposed improvements include widening the paved road from 20’ to 22‘, adding curb and gutter and 5’sidewalk on the north side, and 4’ paved shoulder on the south side. The roadway surface will be reconstructed or overlaid depending on the condition of the roadway after the utility installation. In addition the improvements will include improving horizonal / vertical alignment and side street sight distance, install new storm drainage system to eliminate the open ditch drainage and connect to existing system as required, install illumination on the north side of the roadway, retaining walls to provide for roadway widening, install guardrail and other improvements as required. The water and sewer utilities will be replaced using local funds. The water and sewer utility design work will be completed by city forces.

This project has 17% DBE goal.

The major features of the project are as follows:

  • Approximately 1.00 mile of widening
  • Improve horizonal / vertical alignment and side street intersection sight distance to meet design standards
  • Structural design for retaining walls
  • New stormwater system and culvert extensions/replacements to include detention and treatment
  • New illumination system
  • Sidewalk, curb and gutter
  • Striping and signing design
  • Geotechnical design, pavement design and report
  • Stormwater design and report
  • Temporary traffic and pedestrian control and detours
  • Construction  staging plan development
  • Survey
  • Environmental documentation including NEPA and preparation of other permit applications as necessary
  • Bid ready plans, specifications, and estimate (PSE) packet and schedule
  • Utility coordination for plan review, conflict resolution and relocation as needed 
  • Determination of R/W needs and R/W plan preparation, negotiations for property acquisition and R/W certificate if needed
  • Incorporate City of Longview designed water and sewer system plan sheets

The City of Longview reserves the right to retain the services of the successful firm(s) for any subsequent phases such as construction management associated with this project.

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:

1) Qualification of Proposed Project Manager

2) Qualifications/Expertise of Firm / Team

3) Adequacy and availability of staffing and in house resources 

4) Ability to meet schedule

5) Approach and understanding of the project

6) Familiarity with WSDOT/FHWA design and construction administration and inspection standards

7) Past Performance/References

8) Approach to meet the DBE goal set at 17%

9) Ability to provide approved Indirect Cost Rate

Submittal

Proposals shall be submitted to Ivona Kininmonth, Project Manager, City of Longview, Public Works Department, 1525 Broadway / PO Box 128, Longview, WA 98632 no later than1:00 p.m. on October 24, 2023. Submit four bound and one unbound hardcopies of the RFQ.

Funding

This project is funded through 2023 Congressional Directed Spending Federal funding. Federally funded projects will be held to Federal EEO requirements.
