CITY OF KENT PUBLIC NOTICE TO CONSULTANTS FOR
REQUEST FOR QUALIFICATIONS (RFQ)
The City of Kent solicits interest from professional consulting firms with expertise in administration and management of federally funded Public Works Construction Projects. This agreement is expected to be awarded in November 2025 and will be approximately 70 working days in duration with the option for the City of Kent to extend it for additional time and money if necessary. Consultants will be considered for the following project.

The City of Kent reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description
The work to be performed by the CONSULTANT consists of the following:
Thoroughly record and track all federal funding documentation requirements as outlined in WSDOT’s Local Agency Guidelines Manual during construction; materials sampling, specialty inspections, testing and reporting service; geotechnical monitoring, inspection and reporting service; overall site inspection including thorough record keeping related to contractor progress and activity; photo and video documentation of all existing surrounding property conditions including structures, current landscape conditions, and other pre-existing improvement conditions within and around the project site.
The proposed construction project will plane and repave the existing asphalt on S 212th Street between 59th Pl S and 72 Ave S, reconstruct 14 concrete sidewalk ramps to current ADA standards, including pedestrian pushbuttons and other related work. The project has a mandatory 15% DBE goal, and 0% DBE goal for the consultant services contract. The major features of the project are as follows:
- Planing of approximately 34,600 SY of existing asphalt.
- Paving approximately 6,600 tons of hot mix asphalt.
- 620 LF of CIP concrete curb.
- 570 SY of sidewalk, and driveways, plus 14 ADA ramps.
- 121 EA new signal detection induction loops and pedestrian crossing signal improvements.
- Removing and replacement of a fire hydrant.
- Removing and replacing 13 EA existing catch basin frame and grates
- 4,300 SF of plastic crosswalk line, 89 EA plastic symbols, arrows, and letters and 19,360 LF of permanent channelization.
The Engineers Estimate for this construction project is approximately $3,400,000, with construction expected to begin in Spring 2026. There are 70 working days.
The City of Kent reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project.
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
- Qualifications of proposed project management team
- Qualifications/expertise of firm
- Ability to meet schedule
- Approach to project
- Familiarity with WSDOT/FHWA standards
- Past Performance/References
- Approach to meet the DBE goal (DBE Participation Plan)
Submittal
Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and number of employees in each firm proposed for the project.
Please submit FOUR copies of your Statement of Qualifications to: City of Kent City Clerk’s office; 220 Fourth Ave. S., Kent, WA 98032-5895 no later than 3:00 p.m. on November 7, 2025. Interviews
Based on submittal reviews, the top three (3) firms will be scheduled for in-person interviews at the City. It is anticipated interview scheduling will begin within 1-week of the SOQ submittal closing date.
The City interview panel will consist of a minimum of three (3) Public Works staff familiar with the project design and intended construction. Following interviews, the highest ranked consultant will be contacted for scope of service development for a negotiated hourly rate consultant agreement. It is anticipated this process will begin within 1-week following interviews.
