RFQQ 2024-144 Outdoor Multipurpose Stadium Progressive Design-Build Project

PROJECT INFORMATION:

The City of Everett (City) requests qualifications from firms interested in providing Progressive Design-Build services for the City’s Outdoor Multipurpose Stadium project. The City has received approval from the State of Washington’s Project Review Committee to use Progressive Design-Build delivery for this project, as authorized in RCW 39.10 Alternative Public Works Contracting Procedures. Firms with previous design-build experience or experience using a similar alternative construction delivery method are encouraged to review the RFQ requirements and submit Statements of Qualifications.

This RFQ represents the first step of a two-step procurement process for the City’s Outdoor Multipurpose Stadium Project.

The City anticipates that the Final Environmental Impact Statement (FEIS) will be issued in late 2024, and the Mayor and City Council will select a stadium development option – Funko Field renovation/expansion or a new downtown stadium – in late 2024 or early 2025.

The City intends to engage a Design-Builder with the qualifications and expertise necessary to expedite the project and help bring the Everett AquaSox into compliance with Major League Baseball (MLB)’s new facility standards as soon as possible. The selected Design-Builder will receive direction from designated city representatives and will work as a member of the team to achieve project objectives. 

The City has preliminarily estimated Guaranteed Maximum Price (GMP) values of up to $30 million for the Funko Field renovation/expansion project and up to $50 million for the new downtown stadium project.  These preliminary estimates will be updated with the selected Design-Builder.
