The purpose of this Request for Qualifications and Quotations (RFQQ) is to solicit Bidders with the skills and expertise to lead the technical development and first-time reporting (via spatial data curation and analysis, land use/land cover data analysis, and data-driven report composition) for two (2) Action Agenda Progress Indicators (“Progress Indicators”). Those two Progress Indicators are Farmland Protection and Farmland Conversion, which track progress in advancing the “Working Lands” strategy (strategy #2) in the 2022-2026 Action Agenda.

The development process of these two Farmland Progress Indicators led PSP and a prior contractor to evaluate alternative datasets and methodologies for reporting on the indicators over time. This RFQQ intends to leverage the previously developed scoping materials, which outline recommended methodology and data sources, to analyze the Farmland Conversion and Farmland Protection Progress Indicators over time. This contract will develop a data-driven baseline and first-time report for each of the two indicators.
