Contract description: The Washington State Conservation Commission (“SCC”) is issuing this Competitive Solicitation pursuant to RCW 39.26. SCC intends to conduct a competitive procurement to award Agency Contracts for SCC to purchase Native Riparian Plants (“Native Plants”). Because the contracts awarded are estimated to be less than $150,000, the agency intends to award contracts to the highest scored, responsive, and responsible bids from small businesses (as defined in RCW 39.26.010(22)(a)) or veteran-owned businesses under RCW 43.60A.190, unless none of these businesses are responsive and responsible to this solicitation.
The objective of this project is to invite nurseries to participate in providing native trees and shrubs for riparian restoration projects in support of statewide salmon recovery efforts. Native riparian trees and shrubs are defined as having evolved and are naturally adapted to grow in riparian habitats within a particular geographical region.
The project timeline will begin in September 2025 with all deliverables preliminarily due by June 30th, 2027. Please note that awarded plant orders are anticipated to have a plant delivery/deliverable date in the fall of 2027. Due to State Biennium requirements, the initial contract end date will be June 2027 with a clause to extend the contract through the plant deliverable date in fall of 2027.
Question-and-answer period: June 4 2025 – July 31 2025. Submit questions or concerns about this solicitation in writing to the Procurement Coordinator: Nicole Boyes SCCgrants@scc.wa.gov
