NOTICE IS HEREBY GIVEN that sealed bids will be received by Whatcom County Administrative Services Finance/Purchasing at their office on the fifth floor of the Whatcom County Courthouse, 311 Grand Avenue Suite 503, Bellingham WA 98225 for the following:

Birch Bay Drive and Point Whitehorn Road Drainage Improvements

UNTIL: 2:30 PM Tuesday, July 30, 2019

At which time and place the bids will be publicly opened and read aloud. All bidders and any other interested people are invited to be present. Late submittals will not be considered.

Whatcom County Public Works Stormwater Division is requesting bids for the Birch Bay Drive and Point Whitehorn Road Drainage Improvements project. This Contract project provides for the improvement of stormwater conveyance facilities for Birch Bay Drive and Point Whitehorn Road near Blaine, Washington. The purpose of the project is to increase conveyance capacity and minimize localized flooding. All facilities will be installed in the public right-of-way or easements. The installed facilities include approximately 3100 LF of storm pipe, 29 catch basins, and replacement of an outfall at a pond north of Point Whitehorn Road including associated restoration and other work in accordance with the Contract Plans, Special Provisions, the Standard Specifications, including the amendments thereto, and Standard Plans., and other work, as further described in the bid documents.

Award will be made to the lowest qualified bidder. Whatcom County reserves the right to reject any or all bids, and to waive any irregularities. Whatcom County encourages disadvantaged, minority and women owned firms to respond.

Whatcom County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

As required by law, the E-Verify System may be required.
